Description
The Naval Research Laboratory (NRL) intends to negotiate a contract on the basis of Other Than Full and Open Competition IAW 10 U.S.C. 2304(c)(1), FAR 6.302-1, Only one responsible source. NRL will negotiate with Thermo Electron North America LLC at 1400 Northpoint Parkway, Suite 50, West Palm Beach, FL 33407. The Naval Research Laboratory (NRL) Marine Biogeochemistry Section (Code 6114) has received funds from the National Geospatial Intelligence Agency (NGA) to purchase a new Isotopic Ratio Mass Spectrometer (IRMS) and high-temperature conversion elemental analyzer (TC/EA) to measure light stable isotope ratios (C, H, N, O) in liquid and solid matrices in support of projects for the NGA. The new IRMS will also be interfaced with existing laboratory instrumentation so it must be compatible with these instruments or easily adaptable. The NRL intends to purchase a DELTA V Plus Mass Spectrometer System which includes: • a universal triple collector; • Amplifier gain switch kit (for full dynamic range of O2 and SO2); • Differential pump module (for O2 analysis); • ConFlo-IV Elemental Analyzer Interface; • High temperature conversion elemental analyzer (TC/EA) for solid samples; • Zero Blank Autosampler with control module, 50 position carousel, He diversion valve and shutoff; • Kit for injection of water for TC/EA using AS3000; • AS 3000 Autosampler, tray for 105 sample for TC/EA, with mounting platform; and, • 6 kVA single phase isolation transformer and power conditioner, 208 VAC delta in/230VAC line neutral out. Specific requirements that the system must meet include: • Ability to operate in Dual Inlet or Continuous Flow Mode; • Sensitivity of < 1000 molecules per CO2 ion in the Dual Inlet mode and < 1200 molecules per ion in the Continuous Flow mode; • Ability to accommodate up to multiple collectors allowing flexibility to cover mass range up to m/z 96; • Wide simultaneous mass range; • Three or more isotope ratios in a single sample injection; • Simultaneous static multi-collection of multiple signals; • Full system automation; and, • Easy and flexible connection and controls of peripherals NRL requires an IRMS and TC/EA to measure light stable isotope ratios (C, H, N, O) in liquid and solid matrices in support of projects for the NGA. Thermo-Electron has over 50 years of IRMS experience and the DELTA V Plus is a next generation IRMS, part of the Thermo-Electron DELTA series which are widely used around the world. The DELTA V Plus has a sensitivity second only to the Thermo MAT 253, recognized as the top-of-the-line IRMS. Thermo-Electron is an industry leader in Isotopic Ratio Mass Spectrometry and when coupled with a TC/EA the DELTA V Plus is a proven system for measuring 2H and 18O in natural waters and biological tissues at the sensitivity and precision required by NGA. The system can accommodate a high sample throughput and is directly comparable to instruments utilized by other NGA project laboratories. NRL will serve as a NGA QA/QC laboratory so instrument capabilities and specifications must be comparable to other project laboratories designated by NGA. This system is compatible.
