- (1) VA Medical Center West Palm Beach, VISN 8, will enter into acontract that requires Justification for other than full and opencompetition. (2) This request is being sole sourced to a Service Disabled VeteranOwned Business. (3) Renovation of IV Chemo Rooms estimated cost is $473,957. (4) Statutory Authority is FAR 6.302-5(6)Sole source awards under theVeterans Benefits Act of 2003 (15 U.S.C. 657f). (5) The contractor is registered in VetBiz.gov as required by VA IL049-07-08. (6) The solicitation was not announced in FedBizOpps and competition wasnot sought in accordance with 38 U.S.C. section 8127(c). (7) The cost is considered to be fair and reasonable based uponcomparison of the contractor's proposed price to the Governmentestimated cost. (8) Market research was conducted based upon comparison of constructioncosts of similar work at other medical facilities. (9) Full and open competition was not utilized for this contract for thereasons stated in paragraphs 4 and 5 above. (10) As this is a sole source acquisition only one contractor wascontacted. (11) There is no barrier to competition as sole source to ServiceDisabled Veteran Owned Business is allowed in accordance with paragraphs4 and 5 above. (12) I hereby certify that this justification is accurate and completeto the best of my knowledge and belief.
