- This sources sought notice is not a Request for Proposal and is for market research purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought notice. Service Disabled Veteran Owned Small business concerns failing to respond to this notice will not be precluded from responding to the solicitation. The Government may or may not issue solicitation documents. Technical questions and telephone inquiries will not be accepted at this time. Further information will be posted to FedBizOpps at http://www.fbo.gov as it becomes available and potential bidders will be responsible for monitoring the site for solicitation documents and/or amendments. The U.S. Department of Veterans Affairs VISN 3 Network Acquisition department is performing preliminary market research to gauge the level of interest and capabilities of Service Disabled Veteran Owned Small Businesses (SDVOSB) for an upcoming construction project. The results of this preliminary market research will be used in determining the feasibility of a 100% set-aside for SDVOSBs. The NAICS code for this acquisition is 237990. The size standard is $33.5 Million The magnitude of this project is between $5,000,000 and $10,000,000, and the place of performance is New York Campus, 423 East 23rd Street, New York, NY 10010. Brief Description of Project: Flood Barrier Wall around site perimeter: This work will consist of removing the existing perimeter walls, curbs, gates and fencing; providing auger cast piles; excavating and dewatering for foundations; providing reinforced concrete pile caps, grade beams, and walls, including brick cladding with anti-graffiti coating, coping stones, decorative fencing, and architectural piers; and providing flood barrier and security gates. Three bypass pump stations: The work of each station includes the following: providing Duplex pumps; providing precast concrete Pump station manholes, including frames and covers; providing valves and concrete valve vaults, including frames and covers; providing duckbill check valves for backup protection; providing standard 4'-0" precast concrete manholes, including frames and covers; providing precast concrete manholes, including frames and covers, for riser hookups; providing sanitary drainage system; disconnecting buildings' sanitary outlets and diverting flow into the new system; removing and restoring concrete, or asphalt paving, as required; all associated excavating, dewatering, sheeting and backfilling Isolation of sanitary services within buildings: This work will consist of providing backwater valves and access boxes. Associated with this work are floor cutting / patching; cutting / splicing of piping; and all required cradles and supports Re-assignment of site parking spots: This work consists of removing the mechanical lift parking apparatuses from designated locations, and re-installing same parking capacity after project is complete. Work also includes the procurement of parking spaces in local parking facilities for the motorists displaced by the removal of lifts and by other construction operations.
