Description
RECOVERY: PRE-SOLICTATION NOTICE FOR CONSTRUCTION PROJECT TO DESIGN AND INSTALLY NEW IRRIGATION SYSTEM AT KERRVILLE NATIONAL CEMETERY This project is being funded from the American Recovery and Reinvestment Act of 2009. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-09-RA-0117 for the following: Contractor shall provide all professional services to include all supervision, labor, materials, tools and equipment necessary to verify existing conditions, design and install a new irrigation system at the Kerrville National Cemetery, 3600 Memorial Blvd, Kerrville, TX 78028 in accordance with the project statement of work, drawings and specifications. Work includes but is not limited to the following: Kerrville National Cemetery requires the Contractor to field verify existing conditions, i.e., cemetery property lines, location, size and pressure of existing water supply; location, voltage and amperage of existing electrical service; etc. and develop plans and specifications for a new underground automatic irrigation system for the Kerrville National Cemetery in accordance with all applicable codes and regulations. The new irrigation system shall be an automatic, zoned sprinkler system capable of providing a minimum equivalent of 2" of water over the entire cemetery property per week with the hours of operation being from 10:00pm through 6:00am. Contractor shall provide all supervision, labor, materials, tools, and equipment to install the new underground irrigation system. All electrical tie-ins shall comply with the National Electrical Code (NEC). All plumbing tie-ins shall be compliance with International Plumbing Code (IPC). The irrigation system shall be installed and operated in accordance with all applicable local, state and federal codes and regulations. Haul away and dump debris and waste to an approved disposal site. Thoroughly clean up the work area at the end of each day's work, and at completion of the project. Leave premises clean and free of waste, scrap, used equipment, or other material intentionally or incidentally delivered to the site by Contractor or Contractor's personnel. CONTRACT DURATION: Performance period is approximately 45 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 221310 SIZE STANDARD: $7.0 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-RICE CONSTRUCTION CONTRACT UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 14 to a responsible service disabled veteran owned small business responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Invitation for Bid (IFB) details and specifications may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone or facsimile requests will be accepted. The solicitation and drawings will be released for issue on July 13, 2009.
