Description
75 Contracting Squadron intends to solicit and award a firm-fixed price contract, under Federal Acquisition Regulation (FAR) Part 12. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a separate written request for quotation will not be issued. The North American Industry Classification System (NAICS) for this acquisition is 541512 with a Small Business Size Standard of $25,000,000. Please identify your business size in your response based upon this standard. The solicitation number for this announcement is F2DCCR915A005. The objective of this effort is to provide knowledge management, data capture, data communications, and data management in order to support and improve system operations and performance at Hill Air Force Base (HAFB), and the Ogden Air Logistics Center (OO-ALC) as it relates to the Automated Material Tracking System (AMTS). This effort capitalizes upon the development work already accomplished in previous phases of the AMTS development currently at operating at the Ogden ALC. This Performance-Based Work Statement (PWS) covers the development, implementation, and follow-on maintenance of task identified. AMTS is a Hill AFB system that has been deployed across the ALCs. There is an Air Force requirement to track NWRM assets at the serial number level from the time an asset enters the Air Force inventory until the asset leaves the Air Force inventory. Further, the requirement stipulates that items will be tracked as they move between bases and when they move from supply to maintenance and vice versa. The requirement also stated that a central data source should be developed to show where an item is at all times. This central database, known as PIC Fusion, will take data feeds from several systems in order to provide that tracking capability. This system change implements an interface between AMTS and the PIC Fusion database to provide tracking of assets as they move from a warehouse into depot maintenance and from depot maintenance to the warehouse. Delivery date is 10 August 09. Performance will begin 10 August 09 with an estimated completion date of 10 Nov 09 after receipt of order at Hill AFB, UT 84056 on an FOB Destination basis. The Government reserves the right to cancel this solicitation, with no obligation to the offeror by the Government. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05; FAR 52-212-1, Instructions to Offerors-Commercial Items and any addenda to the provision; 52.212-2, Evaluation-Commercial Items (Evaluation will be based on price and delivery of requirement); 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items selecting the following sub-clauses for this acquisition: 52.222-35, 52.222-36, 52.222-37, 52.225-3 Alt 1, and 52.225-13.
