- DRAFT SOW The Department of Health and Human Services, Centers for Medicare & Medicaid Services (CMS), formerly known as the Health Care Financing Administration, Acquisition and Grants Group, 7500 Security Blvd. C2-21-15, Central Building, Baltimore, MD, 21244-1850 will be issuing a Request for Proposal (RFP) to acquire services for implementation of the Payment Error Rate Measurement (PERM) program. The PERM program will produce national level payment error rates for Medicaid and Children's Health Insurance Program (CHIP) as required by the Improper Payments Information Act of 2002 (IPIA). This announcement is the follow up to sources sought HHS-CMS-DRCG-SS-09-001 posted May 29, 2009. The anticipated contract period of performance will consist of a base period (approximately 26 months) with two option periods (approximately 26 months each). The period of performance will not exceed five (5) years. The CMS anticipate the award of a Cost-Plus-Fixed-Fee contract. Pursuant to FAR 19.800, this acquisition is set aside for a competition limited to all responsible and eligible Small Business Administration (SBA) 8(a) concerns. All other firms are deemed ineligible to submit offers. A single award is anticipated from this solicitation.
