Description
Provide all labor, materials, equipment and supervision to construct a new, 3-bedroom, 2-bathroom stick-built residence at Kooskia NFH. Work includes extending new waterline to the residence; construction of a septic system; and gravel access road. Plans and specs will be made available approximately July 13th. Offerors must be registered in CCR and ORCA.www.bpn.gov Award and construction of this residence is dependent upon completion of a cultural resource survey. THIS SOLICITATION CONTAINS A PRICE EVALUATION PREFERENCE FOR HUBZONE SMALL BUSINESS CONCERNS. SEE CLAUSE 52.219-4._ Offeror elects to waive the evaluation preference. NAICS 236115 Size Standard $33.5 million Liability Insurance is required1452.228-70 LIABILITY INSURANCE -- DEPARTMENT OF INTERIOR (JUL 1996) PERFORMANCE TIME: 240 calendar days after Notice to Proceed ESTIMATED START WORK DATE: 8/24/2009Award will be made on an all or none basis in accordance with Section L, Instructions, Conditions and Notices to Offeror, Clause 52.215-1, Instructions to Offerors-Competitive Acquisition and Section M, Evaluation and Award Factors. BOND REQUIREMENTS: This project requires 20% bid guarantee (FAR 52.228-1); 100% payment bond or payment protection (FAR 52.228-15 or 52.228-13, if the award amount exceeds $25,000 but does not exceed $100,000); and for 100,000 and over 100% performance bond, as described in 52.228-15. (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for-- a pre-bid meeting is tenatively scheduled for July 23rd. (Solicitation will define exact date and time, information on Point of Contact will be available in the solicitation package.)(c) Participants will meet at--Kooskia National Fish Hatchery Kooskia National Fish Hatchery, Route 1, Box 98A, Kooskia, Idaho 83539. 36.204 Disclosure of the magnitude of construction projects. (d) Between $250,000 and $500,000. Davis Bacon Act is applicable 52.228-1Bid Guarantee (SEP 1996)(a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid. (b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds-- (1) to unsuccessful bidders as soon as practicable after the opening of bids; and (2) to the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.- (c) The amount of the bid guarantee shall be __20___ percent of the bid price or $__na______, whichever is less.- (d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.- (e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference. This contract is subject to Department of the Interior's Indian Preference Provisions contained in Section I and may be subject to supplemental preference provisions of the Tribe on whose reservation the work is to be performed. Contact the Tribal Employment Rights Office (TERO) listed below for specific additional requirements, including applicability and amount of specific TERO fees. Kooskia Fish Hatchery Project is subject to the Nez Perce Title 9 Ordinance or TERO. All interested contractors should contact the Lapwai office at (208)843-7363. The solicitation will be issued on/about July 13, 2009 with the bid opening on/about August 12, 2009. The offeror is responsible to monitor and download any amendments from Fedbizops which may be issued to this solicitation.The above information is subject to change, please do not call with questions until after the solicitation has been issued.
