Description
The Federal Aviation Administration (FAA) has a requirement to provide technical support services to the Air Traffic Organization (ATO) Information System Security (ISS) Program. The selected vendor will provide these services for a one-year base period with the potential for four additional option years. The successful vendor will provide technical support services to the ATO ISS Program. The program includes the conduct of independent risk assessment and security testing and the programmatic functions of planning, coordinating and scheduling for both the long and short term. The ATO ISS oversees FAA security certification and authorization and ensures independent risk assessment and security testing of ATO National Airspace System (NAS) Operational, Mission Support, and Administrative systems. These systems must meet Certification and Authorization (C&A) requirements mandated by the Federal Information Security Management Act of 2002 (FISMA). SIR Number DTFAWA-09-R-00019 is attached. Please review the solicitation in its entirety and carefully follow the instructions. This procurement is a small business set-aside. It is planned as an indefinite delivery indefinite quantity time and materials effort. The maximum ceiling is $18M and the minimum guaranteed value is $1M. Written questions or comments on the solicitation must be submitted to the FAA no later than 2:00 pm EST on July 10, 2009. Please provide the backup with a courtesy copy of any emails (brian.platenburg@faa.gov). Because of the difficulty in response tracking, please do not submit questions by telephone. Questions and Responses that clarify SIR details may be provided to all Offerors; however, the source of questions will not be identified. The Offeror's completed proposal must be submitted no later than 2:00 P.M. local time on July 28, 2009. Prospective offerors are hereby on notice that any amendment(s) issued to this solicitation will be published at http://faaco.faa.gov/index.cfm under the current announcements for the FAA Headquarters. It is the Offerors' responsibility to visit this website frequently for updates on this procurement. If an amendment is issued and the Offeror does not acknowledge it, the Offeror may be considered nonresponsive to the solicitation. All amendments must be acknowledged. The FAA will not be liable for any costs associated with the preparation of responses to the RFO, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement.
