- THIS IS A SOURCES SOUGHT ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. OFFERS OR PROPOSALS WILL NOT BE ACCEPTED. THIS IS NOT A PRESOLICITATION OR SOLICITATION. This sources sought action is being conducted to determine if there are adequate Small Business, HUBZone, 8(a), Service Disabled Veteran Owned Business, Small Disadvantaged Business, or Women Owned Small Business contractors capable of conducting Abatement Surveys and Monitoring Services which include the following: Determine the presence, location, and quantity of Hazardous Building Materials in or on buildings, facilities, or structures by sampling, analysis, inspection, survey and reporting methods and techniques in accordance with all federal, state, and local environmental/safety laws and regulations. Perform occupational and environmental health sampling throughout Fort Bliss, TX for asbestos, mold and lead based paint. This includes sampling such as lead based paint testing via bulk sample or portable X-ray Fluorescence (XRF) paint film testing; lead in soil; lead dust wipe, asbestos wipe, and mold wipe samples; and air monitoring for asbestos, mold, and lead. Occupational and environmental health sampling shall be performed in accordance with all federal, state and local environmental/safety laws and regulations. Monitor contracted activities to ensure that all work involving lead-based paint, mold, and asbestos-containing material are being performed in accordance with the contract, specifications and all applicable local, state, interstate, federal and Army requirements. For each day which the contract is monitored, the contractor shall provide a report of findings and recommendations. Services will be performed on the Fort Bliss Military Reservation including Main Post, Biggs Army Airfield areas, William Beaumont Army Medical Center areas, and Logan Heights areas in El Paso County, Texas. Work may also be accomplished at various range locations in the counties of Dona Ana and Otero in the southern part of the state of New Mexico. The Contemplated Contract is a Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ), Base plus four option years contract. We are requesting capability packages from Small Businesses. Interested small businesses in NAICS code 541620 with a size standard of $7.0 Million are encouraged to submit their capability packages. Capabilities A.Capability statement (short synopsis) demonstrating ability to complete this project B.Details of similar contracts completed (include description of project; company/agency name; dates of performance; contract amount; and Government contract number if applicable) Packages shall be no longer than five pages.
