- NAICS Code: 541611. The US Environmental Protection Agency (EPA), Region 8, intends to award a sole source to Allyson Kelly for professional conflict resolution and facilitation services for the purpose of analyzing and enhancing the Agency’s effectiveness in communicating human health risks associated with mercury exposure through ingestion and inhalation by certain targeted Tribal populations residing in Montana. Under the authority of FAR part 6.302-3. The EPA requires a neutral third party facilitator that has extensive experience working with Native American communities in Montana and extensive experience developing educational materials to enhance communication and learning.NO SOLICITATION OR REQUEST FOR PROPOSAL (RFP) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that Allyson Kelly is the only source for this service that meets the Government’s requirements. Notwithstanding, any firm that believes it is capable of meeting EPA’s requirement as stated herein, may submit its capability by 5:00 PM on June 30, 2009, which may be considered by the Government. A determination not to compete award is based upon the responses to this notice is solely within the discretion of the Government.
