Description
The Department of Veterans Affairs (VA), Office of Construction and Facilities Management has set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB), Solicitation Number RFP VA 101-09-RP-0106 for construction services at the Bakersfield National Cemetery in Arvin, California. The SDVOSB must be a General Construction company with an approved NAICS Code 237990, Size Standard $33.5 million and bonding capacity. The SDVOSB contractor shall provide all labor, materials, transportation, supervision, supplies and tools necessary for the construction of approximately 4,000 pre-placed concrete crypts, a 3,000 niche columbarium and 2,300 traditional gravesites. The project will develop approximately 50 acres to include access roads; an entrance area; flag/assembly area; two committal shelters; an administration building/public information center with electronic gravesite locator and public restrooms; memorial walkway/donations area; maintenance building/complex; road system; parking; utilities; signage; site furnishings; fencing; irrigation system; utility distribution system; environmental preservation and mitigation. The estimated cost range for this project is between $10,000,000 and $20,000,000. The applicable North American Industry Classification System (NAICS) is 237990 and the small business size standard is $33.5 Million. The approximate Construction Duration will be 540 calendar days. NOTICE TO PRIME (GENERAL) CONTRACTORS: The SDVOSB must be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov prior to award and must also be registered as a SDVOSB firm at the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about July 13, 2009. By registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in CCR and have a DUNS Number to download documents. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by e-Mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A Pre-Proposal conference will be held on July 23, 2009, at 9:00AM Pacific time at the Bakersfield National Cemetery, 30338 East Bear Mountain Road, Arvin, California 93203. A site visit will be conducted immediately following the pre-proposal conference. The offerors shall submit questions to the Contracting Officer but not later than July 27, 2009 at 4:30PM Eastern time. The government will respond to all questions not later than July 30, 2009 via an amendment. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated and award made utilizing the Best Value method per FAR Part 15. Offerors are advised award may be made without discussion. Proposals are due to the Contracting Officer by 2:00 PM EST on August 12, 2009.
