Description
FISC Norfolk Contracting Department, Philadelphia Office intends to solicit on an unrestricted, full and open, competitive basis for the procurement of document declassification security review services in support of the Department of the Navy in accordance with Executive Order (E.O.) 12958, "Classified National Security Information," of 17 April 1995, as amended. The Secretary of the Navy (SECNAV) established the process for DON compliance with the requirements of E.O. 12958, as amended. Additionally, the SECNAV appointed the Director, Naval Criminal Investigative Service (DIRNCIS)/Chief of Naval Operations (CNO), Special Assistant for Naval Investigative Matters and Security (N09N), to be the DON Coordinator of the DON declassification effort and Chairman of the SECNAV Declassification Oversight Committee. Most activities associated with this project are expected to be performed at the National Archives and Records Administration II (NARA), the Washington Records Center, Suitland, MD and the Naval Historical Center (NHC) and, as needed, other designated agency locations within CONUS such as the DoD Joint Referral Center (DJRC), Central Intelligence Agency (CIA), National Reconnaissance Office (NRO), and Defense Intelligence Agency. Approximately 9.2 million pages of 25 year old DON records with permanent historical value must be reviewed for declassification. An estimated 3.7 million pages of DON equities or referrals in other agency records are expected to require declassification review. Additionally, there are approximately 30 million pages of records that may be selected for declassification re-review in support of Public Laws 105-261 and 106-65. The resultant contractor shall collect information form the review process and integrate this information with the CON Master Declassification project efforts. The contractor shall be cleared for a Top Secret facility clearance. All contractor personnel conducting declassification reviews and project managers shall possess a final Top Secret clearance. Contractor personnel who are not part of the actual declassification review process shall possess a SECRET clearance. Project managers and declassification reviewers must also be eligible for access to Restricted Data/Formerly Restricted Data (including Controlled Nuclear Weapons Design Information (CNWDI)) and North Atlantic Treaty Organization information (NATO). The resultant contract type will be Time and Materials. The resultant contract will consist of a one-year base period of performance commencing on or around 01 October 2009 through 30 September 2010, plus four one-year option provisions to extend the term of the contract through 30 September 2014, if exercised. Offerors will be required to submit both technical and price proposals and the resultant award will be made on a best value basis with technical factors considered more important than price. The applicable NAICS code is 541611. Upon its issuance, Solicitation N00189-09-R- will be made electronically available at the following internet address: https://www.neco.navy.mil. Interested parties are responsible for monitoring the abovementioned website for posting of the solicitation and any amendments issued thereto. The applicable North American industry Classification System (NAICS) code and size standard for this acquisition are 541611 and $7 Million, respectively. Based upon market research, the Government is not using the policies contain in FAR Part 12, Acquisition of Commercial items, in its solicitation for the described services.
