- Use integrated pest management techniques to prevent and control unwanted arthropod and vertebrate pests, including but not limited to cockroaches, termites, ants, fleas, silverfish, stored product pests, mosquitoes, mice, rats, bats, feral dogs/cats and other vertebrates, bees, wasps, pigeons, and nuisance birds, turf, ornamental and other miscellaneous pest control services. The accomplishment of this work effort will be via a combination Firm Fixed-Price (FFP) / Indefinite Quantity (IDIQ) type contract utilizing the Commercial Acquisition Procedures found in Federal Acquisition Regulations Part 12. This solicitation will be awarded to a single contractor. This solicitation will contain provisions for a 12-month base period plus four 12-month option periods. The Government will award a contract resulting from this solicitation whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate the offers: technical approach and methods, management, and past performance. These technical factors when combined are equal in value to the price. THIS SOLICITATION WILL BE RELEASED VIA THE INTERNET. This will be the only method for distributing solicitation documents and amendments. THIS SOLICITATION WILL BE AVAILABLE FOR VIEWING AND DOWNLOADING AT THE FOLLOWING WEBSITE: https://www.neco.navy.mil/ The official planholders list will be maintained and can be printed on the website only. Amendments will be posted to the website for viewing and downloading. IT IS THE OFFEROR'S RESPONSIBILITY TO PERIODICALLY CHECK THE WEBSITE FOR AMENDMENTS.
