- The United States Marine Corps Systems Command (MARCORSYSCOM), Infantry Weapons Systems, Quantico, Virginia intends to solicit on a Sole Source basis under the statutory authority permitting Other Than Full and Open Competition 10 U.S.C. 2304(c)(1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Zero Manufacturing, Inc.; of 500 West 200 North, North Salt Lake, Utah for the following Commercial Off The Shelf (COTS) item: This contract will consist of initial issue provisioning of 70 Boresight Test Cases. The overall characteristics for the case are the following:1)Must have case lid capable of receiving boresight tube assembly (P/N 10340792-114, CAGE 82577).2)Internal dimension for the case must be 40" by 28" by 15". 3)Surface of case must be paintable.4)Weight must be less than 130 pounds.5)Case must contain a standard military transit case breather valve.6)Case cushioning must be polyethylene foam, density 2 pounds/cubic foot, charcoal grey.7)The case must have passed loose cargo transport in accordance with MIL-STD-810G, method 514.6, procedure II with no damage to the boresight tube assembly.8)The case must have passed shock testing in accordance with MIL-T-21200, paragraph 3.2.19.3.1 with no damage to the boresight tube assembly.9)The cradle must support a boresight tube with two grooves: a circular 6 " groove on one end of the tube and a circular groove 1.75" on the other end, and must be spaced 29 11/16" apart. Cradle thickness may not exceed 1/8".Zero Manufacturing Inc. is the manufacturer and only known vendor of this product and is therefore the only vendor deemed qualified to provide this item. The North American Industry Classification (NAICS) Code is 325211. This notice is not a request for competitive proposals and no solicitation is available. However, interested parties may identify their interest and capability to meet the requirements by submitting a white paper, technical data for the item, and past performance no later than 2:00 pm EST, 06 July 2009 to Commanding General, Marine Corps Systems Command, Attn: IWS Nicholas Booth, 2200 Lester St., Quantico, VA 22134. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
