Sources Sought Number HSCG44-09-I-449TED766 SOURCES SOUGHT FOR RADAR PROCESSING SERVICES FOR USCG DEVELOPED VEGA ECINS PROJECT PR #21-09-449TED766 OVERVIEW: This is a SOURCES SOUGHT NOTICE (THIS IS NOT A RFP OR RFQ) to identify firms capable of providing all labor, material, equipment, transportation and supervision & program/project management required for the USCG C2CEN in Portsmouth VA to have a Contractor to provide the Services as stated herein. The United States Coast Guard (USCG) is seeking sources to replace Radar Processing Services (RPS), hardware and software, currently fielded aboard Coast Guard Juniper, Keeper, and Coastal Marine Protector Class Cutters. The goal of the effort is to replace several fielded commercial RPS units with one common unit. Prospective units shall provide all RPS for the Coast Guard owned and developed ECINS (Electronic Charting Integrated Navigation System) product call Vega ECINS, which is in development under a separate project. Included below is a preliminary list of requirements to allow RPS manufactures the ability to review the scope of the project and provide feedback on prospective products along with a Rough Order Magnitude (ROM) of unit costs. All interested companies are encouraged to respond, regardless of the number of requirements they feel they currently fulfill. Future refinement of these requirements may take place based on information the USCG receives along with current technology limitations and/or overall costs. PRELIMINARY REQUIREMENTS: The RPS shall: 1.)Consist of hardware and/or software. 2.)Contain Microsoft XP OS or newer. 3.)Be external to the USCG Vega PC based ECINS on a small form factor, 1U or less of rack space. 3.) Integrate with multiple radar vendors’, such as Sperry’s BridgeMaster E Marine Radar and Raytheon’s AN-SPS-73 Marine Radar, using standard analog radar signals. 4.) Provide a radar transparent overlay image suitable for integration onto Vega ECINS charting video. 5.) Provide a distributed radar solution. Communications with Vega ECINS shall use Microsoft’s Service-Oriented Architecture.Net framework, via an Ethernet Local Area Network (LAN). 6.)Ability to provide level one radar control of Sperry’s BridgeMaster E Marine Radar and Raytheon’s AN-SPS-73 Marine Radar. 7.) The RPS will not replace the radar unit’s indicator or radar processor units. In addition, the RPS will not require a tracking module, recording module, or a requirement to integrate multiple radar units into one overlay. Vendors interested in performing this requirement are invited to provide the following information to USCG C2CEN no later than July/27/2009 @ 8:00AM EST. NO TELEPHONE CALLS ARE ACCEPTED. No basis for claim against the Government/USCG shall arise as a result from a response to this Sources Sought or Government use of any information provided.
