Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDERRECOVERY ACT, THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) FIRMS. VISN 5 Network Contracting anticipates the award of a firm-fixed-price contract for construction of Project No. R512-09-305, Repair Exterior Buildings 4H and 5H at the VA Maryland Health Care System at the VA Medical Center, Perry Point, Maryland 21902. Contractor will be responsible to provide all supervision, labor, materials, and equipment to perform general construction, alterations, and electrical work, necessary removal of certain existing items and to re-install after the following: construct a 2 foot wide by 4 inch thick concrete apron around the entire building at grade, to clean the exterior walls and install an exterior insulation finish system with 2 inch thick expanded polystyrene board on all exterior walls and upper cornice, to paint all exterior trim, handrails, doors and door frames and to caulk windows. Remove all aluminum downspouts and gutters, replace any rotten wood on fascia or soffit, cover soffit and fascia with white aluminum sheet metal, re-install gutters and downspouts. Install 3 round soffit vents on 4 foot centers around entire perimeter. All work applies to both buildings 4H and 5H unless otherwise noted in accordance with drawings and specifications that will be issued with the solicitation package. Employee Identification and Security Clearance will be required for all contractor employees. Proper identification (valid citizen and non-citizen ID cards, valid passport or naturalization papers) to go through the required access for VA Medical Center. All work is to be completed within approximately 60 calendar days after date of receipt of notice to proceed. This includes final inspection and clean-up. The applicable North American Industry Classification System Code for this procurement is 238190. To be considered a small business under this code the SBA size standard must not exceed $14.0 Million. The construction cost range for the project is between $1,000,000 and $2,000,000. The Invitation for Bid (IFB) solicitation will be issued on or about July 10, 2009. All information for this solicitation will be posted on FedBizOpps http://www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings and subsequent amendments, if any. The solicitation will be issued pursuant to the authority of Public Law 109-461, 38 U.S.C. 8127 and 8128. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. Potential bidders MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database and VetBiz Vendor Information Pages at vip.vetbiz.gov as a SDVOSB firm, and must have current record in the Online Representations and Certifications Application (ORCA) prior to bid opening.
