Description
DescriptionThe Naval Sea Systems Command is conducting market research to determine the availability and cost for construction of a non-self-propelled (YON) waste fuel oil double hull barge in compliance with OPA 90. The barge(s) are used to support waste oil and oily water removal and storage from inactive ships. The principal characteristics of the barge are as follows;.A minimum capacity of 200,000 gallons (US liquid) and or a maximum capacity of 250,000 gallons (US liquid) is required. The barge shall be of steel construction and conform to requirements for ocean service set by American Bureau of Shipping (ABS) and the United States Coast Guard (USCG). Neither the barge nor anything installed on the barge shall contain asbestos or Polychlorinated Biphenyls (PCBs). All interior and exterior paint used shall be free of lead and organic tin (TBT) compounds. Piping system required for loading, off loading and transfer of liquid loads shall be installed in accordance with ABS rules. Pumps and strainers are not required to be installed on these barges. Responses should include: (a) The name and address of the contractor and where such barge would be built; (b) Point of contact including name, title, phone, and email addresses; (c) A description of barge currently offered by the contractor that meets, or with minor modifications might meet, the above listed requirements. All offered barge characteristics should be identified for chart comparison to the requirements listed above. If above requirements cannot be met, identify what is achievable with minor modifications; (d) An estimated unit price, (e) A notional schedule for construction and on-site delivery of the barge, and (f) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business.
