Description
The U.S. Department of Energy (DOE) is currently planning a follow-on acquisition to the existing Office of Environmental Management (EM) Nationwide Multiple Award Indefinite Delivery/Indefinite Quantity (ID/IQ) Contracts. The services to be procured include Environmental Remediation Services, Deactivation, Decommissioning, Demolition, and Removal (DD&R) of Facilities Services, Waste Management Services, and Regulatory Services at various locations throughout the United States in support of the U.S. Department of Energy (DOE) including the National Nuclear Security Administration (NNSA). The EM Nationwide ID/IQ follow-on acquisition will utilize two solicitations, one set-aside for small businesses and one unrestricted acquisition for work scope that encompasses complex and/or larger scopes of work. The DOE plans to issue the total small business set-aside solicitation under Request for Proposal (RFP) DE-SOL-0000524. The North American Industry Classification System (NAICS) code for the services to be provided is 569210 with a small business size standard of 500 employees. The DOE anticipates the award of multiple Indefinite ID/IQ contracts as a result of the set-aside RFP. The estimated contract ceiling is $926M. Any resulting contracts will be awarded with a five-year ordering period. The completion date for Task Orders placed during the effective period of the contracts will be for up to five years. Facilities classified as Hazardous Category III, II, and I, including associated safety systems and/or associated or surrounding structures and land and associated utilities and distribution systems; or reactor facilities, whether fueled or defueled; and complex facilities which have multiple hazards such as those containing a combination of radioactivity, elemental sodium, and/or mercury will NOT be included in the small business set-aside RFP. The current anticipated schedule for the set-aside RFP can be found at the DOE Acquisition Forecast website, http://hqlnc.doe.gov/Forecast, Opportunity ID DE030-10-0008. The anticipated award date is 2nd Quarter Fiscal Year 2010. A draft Performance Work Statement has been posted on the acquisition website at http://www.emcbc.doe.gov/IDIQ_Set_Aside/index.php under the Documents Library page. This document is draft and may or may not change in the final version of the set-aside RFP. Comments and feedback are encouraged and will be considered; however, comments, feedback, and questions on the Performance Work Statement will not be responded to or answered by the DOE at this time. After the set-aside RFP is released, interested parties will be invited to submit proposals which will be evaluated by the DOE. The set-aside RFP will be released to the public through FEDCONNECT (https://www.fedconnect.net) to the Federal Business Opportunities (www.fbo.gov) website. Additionally, the set-aside RFP will be available at the acquisition website, http://www.emcbc.doe.gov/IDIQ_Set_Aside/index.php. THE ACQUISITION WEBSITE WILL BE DOE'S PRIMARY COMMUNICATION CONDUIT FOR THIS ACQUISITION. INTERESTED PARTIES ARE ENCOURAGED TO REVIEW THIS ACQUISITION WEBSITE DAILY FOR ANY NEW INFORMATION. This notice does not constitute a request for a formal proposal. This notice indicates the anticipated issuance of an RFP. It is anticipated that the set-aside RFP will be issued in the next 90 days. Interest parties should monitor the FEDCONNECT website and the acquisition website specified above on a daily basis for issuance of the RFP. DOE WILL NOT ISSUE ANOTHER SYNOPSIS ANNOUNCING THE SET-ASIDE RFP HAS BEEN POSTED. No paper copies of the RFP will be made available. After the RFP is issued, all responsible sources may submit a proposal which shall be considered by the agency. Businesses responding to the RFP must do so in accordance with the RFP instructions. THIS IS NOT A REQUEST FOR A FORMAL PROPOSAL.
