Description
This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Bureau of Reclamation. The purpose of this SS is to identify qualified small business concerns capable of performing the work described herein. As a result of this SS, the Bureau of Reclamation may issue a Request for Proposal (RFP). The US Bureau of Reclamation, Denver Office, Acquisitions Operations Group is performing a market survey to determine if there are an adequate number of interested and qualified firms having the capability to complete work related to Geographic Information Services. Technical support is required in the areas of remote sensing and GIS data acquisition, interpretation, field verification, analysis, production, reporting, and interaction with clients and the public via meetings and conferences. Project specific training, research, and field investigation support will be required. Technical support is also required for water resource and hydraulic modeling studies and in the laboratory shops for work related to construction and fabrication of physical models and testing equipment. Project specific training, research, and field investigation support will be required. The contractor shall provide all services/skills described in the Statement of Work. The government is in need of experienced and qualified contract staff for technical support of studies for Reclamation and other government agencies. The nature of the work to be performed under this contract primarily involves the remote sensing and mapping sciences, and in support of hydraulic engineering studies. The Reclamation Remote Sensing and GIS Team (RSGIS), and the Hydraulic Investigations and Laboratory Services Group (HILS), located in Denver, CO as part of Reclamations Technical Service Center (TSC) will be the primary users of the mapping and engineering services provided by this contract. Based upon response to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System Code (NAICS) is 541360 and the related small business size standard is $4.5 million. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. Interested parties should include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone and/or 8(a)), and a point of contact; (b) A positive statement of your intention to submit an offer for this solicitation as a prime contractor; (c) Evidence of your experience performing work similar in type and scope to the work in this announcement within the last five years. The evidence should include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers. Please do not include more than three past projects; and (d) Include attachments cataloging the company's equipment assets, personnel resources and financial resources that demonstrate company responsibility and capability to perform required work. All interested parties are encouraged to respond to this notice, by e-mail to rbrackett@usbr.gov no later than the close of business on July 10, 2009. Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102, apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov.
