Description
THIS SOURCES SOUGHT IS BEING ISSUED FOR PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION. RESPONSES TO THIS NOTICE ARE NOT CONSIDERED AS OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THE MASSACHUSETTS NATIONAL GUARD WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES RESPONDING TO THIS SOURCES SOUGHT. The Massachusetts National Guard is seeking eligible small business firms who are capable of providing construction services described below for Otis Air National Guard Base. The North American Industry Classification System (NAICS) code for this effort is 236220 and the Small Business Administration (SBA) size standard is $33.5 million. The service required will consist of constructing a Digital Ground Station (DGS) Facility. The Contractor will provide all labor, materials, equipment, and supervision necessary to perform all work required in strict accordance with the detailed requirements of the technical provisions. The following is a description of proposed construction: Reinforced concrete foundation and floor slab with steel framed masonry walls and roof structure, approximately 33,000 SF. Interior partitions, utility systems, raised flooring or other cabling system, electrical switch gear, standby power, uninterrupted power supply system, fire detection and suppression, security alarm system and all ceiling, floor and wall coatings and finishes. Provide allied support for communications requirements and system upgrades. Exterior utility extensions and connections, fire protection, alarm systems, access pavements, site improvements and support. The required alarm and communication systems require highly specialized equipment within the Sensitive Compartmented Information Facility (SCIF) for the DGS mission. All conduit, cables, equipment, wiring, etc. must be specially constructed and installed for the mission. As needed: replace existing overhead electrical distribution system with underground, upgrade water distribution system, construct, repair, and overlay roads, construct sidewalks, install storm drainage. This facility requires certification as a Sensitive Compartmented Information Facility (SCIF) and requires all work needed to accommodate SCIF criteria. Air Conditioning: 350 Tons. A solicitation, with a magnitude of $10 million to $25 million, will be issued electronically on the Federal Business Opportunities web site at http://www.fbo.gov. Paper copies will not be available. A firm-fixed price award/contract is anticipated. Once a solicitation is posted, it is incumbent upon the interested parties to visit this site frequently for any updates/amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA) database in order to be eligible for award. AS A MINIMUM, THE FOLLOWING MUST BE SUBMITTED. (a) A positive statement of interest to submit a proposal as a prime contractor on a future solicitation for this service; (b) Provide a copy of the certificate issued by the SBA of your qualifications as a HUBZone Small Business or 8(a) firm (if applicable), and a statement regarding small business designation and status; (c) DUNS Number, Cage Code, and the available bonding capacity of your firm in excess of $10,000,000 per contract; (d) Evidence of three (3) recent experiences in work similar in type and scope to include demonstrated ability to perform construction of Sensitive Compartmented Information Facilities (SCIF), contract numbers, project titles, dollar amounts, percent of work performed, description of work performed, and points of contact with current telephone numbers. THIS SOURCES SOUGHT SYNOPSIS IS NOT A SOLICITATION. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. Interested small businesses should indicate interest to the Contracting Officer, in writing as early as possible, but no later than Friday, 10 July 2009. Failure to submit all information requested may result in a contractor not being considered as an interested Small Businesses. All service-disabled veteran owned small businesses, certified HUBZone small businesses, and certified 8(a) small businesses are encouraged to respond. Upon review of industry response to this sources sought synopsis, the Government will determine whether set-aside acquisition in lieu of full and open competition is in the Government's best interest.
