- DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1. Contracting Organization: Department of Veterans Affairs, VISN 20, VA Puget Sound Health Care System (VAPSHCS). 2. Description of Action: This is a request for other than full and open competition for the procurement of technical financial resources management services from KJH Consulting. 3. Description of Supplies or Services: Technical consultant service for Financial Resources Management Service (FRMS) at VAPSHCS to include software design and maintenance, technical financial support and training to FRMS staff, assist the Medical Center in budget preparation and execution and retrieve and analyze data from a variety of VA sources. 4. Statutory Authority: ( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; ( ) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement (X) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5. Validity of Use of Statutory Authority: P.L. 109-461 amends 38 U.S.C. allowing the VA the unique ability to sole source directly to SDVOSB. The ability to contract with a company that has the experience and expertise to provide the technical knowledge of VA fiscal requirements is paramount to the successful fiscal operations of VAPSHCS. KJH Consulting, LLC, a Service Disabled Veteran Owned Small Business, has the knowledge and ability to immediately step in to the organization and provide the highest quality services. KJH Consulting is already intimately familiar with VHA and VA operating systems and this knowledge will allow the contractor to assume operations with no delay. 6. Actions to Promote Competition: No actions are taken at this time to seek sources outside of statutory requirements. 7. Determination of Fair and Reasonable Price: The anticipated price to the Government is $104.00 per hour which results in an expected annual rate of $216,320.00. According to Salary.com the median rate for these services is $260,000.00 too $280,000.00. GSA pricing ranges from $234.74 - $269.37 per hour or $488,259.20 to $560,289.60. Prices are determined to be substantially below median costs and are considered by the Contracting Officer to be Fair and Reasonable. 8. Market Survey (FAR 10): Based on market research this SDVOSB is trained and capable of performing the duties of Financial Resources Consultant as well as significant other consulting duties, there is no requirement for training and the resulting experience will provide the best value to the government. 9. Other Considerations: Not applicable. 10. Listing of Sources that expressed, in writing, an interest in the acquisition: No sources have expressed in writing an interest in this acquisition. 11. Statement of Actions to Overcome Barriers to Competition: No actions intended as the action is based on statutory authority for sole source. 12.
