Description
Department of Veterans Affairs VA NW Health Network-VISN 20 JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION A)Each justification shall contain sufficient facts and rationale to justify the use of the specific authority cited. As a minimum, each justification shall include the following information: 1)Identification of the agency and the contracting activity, and specific identification of the document as a "Justification for other than full and open competition.": See above. 2)Nature and/or description of the action being approved: Sole source contract award to a Veteran Owned Small Business (VOSB). The contractor who received the award: Oak Hill Roofing and Sheet Metal 6606 SE Hazel Ave Portland, OR 97206-9549 1.A description of the supplies or services required to meet the agency's needs (including the estimated value): Contractor shall furnish all design, materials, labor supervision, transportation equipment, operating supplies, mobilization and incidentals necessary to perform work on Project # 648-09-152 "The scope of work is as follows. a.Demolish and replace the roof and gutters of Building 6. b.Demolish and replace the roof and gutters of Building 16. In addition tie the roof drains into the storm water system." at the following Department of Veteran Affairs Location: Portland VA medical Center 3710 SW US Veterans Hospital Rd Portland, OR 97239-2964 Estimated value is $337,806, Actual Value $254,070 3)An identification of the statutory authority permitting other than full and open competition: Public Law (PL) 109-461 Veterans First Contracting Program. 4)A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited: The contractor has experience working on VA facilities in sensitive patient care areas at Portland VA Medical Center. The proposed contractor is registered in CCR and VetBiz as a VOSB. 5)A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies: This will be a sole source. No notice was or will be publicized IAW FAR 5.202(a)(4). 6)A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable: The Contracting Officer has negotiated a fair and reasonable price with the contractor by comparing contractors pricing with the Independent Government Estimate and historical cost of other projects performed at the Portland VA Medical Center. 7)A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted: No Market Research conducted, contractor was selected from reliable pool of contractors who have successfully performed work in patient sensitive areas at the Portland VA Medical Center. 8)Any other facts supporting the use of other than full and open competition, such as: N/A 9)A listing of the sources, if any, that expressed, in writing, an interest in the acquisition: N/A 10)A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: N/A 11)Contracting officer certification that the justification is accurate and complete to the best of the contracting officer's knowledge and belief: This certification is accurate and complete to the best of my knowledge. B)Each justification shall include evidence that any supporting data that is the responsibility of technical or requirements personnel (e.g., verifying the Government's minimum needs or schedule requirements or other rationale for other than full and open competition) and which form a basis for the justification have been certified as complete and accurate by the technical or requirements personnel: No supporting evidence is required from technical or requirements personnel.
