- This notice will result in the award of a firm fixed price contract. This competitive acquisition is for full facility management services, operations and maintenance, preventative maintenance, service calls, mechanical maintenance repair/architectural & structural, water treatment, safety and environmental management, fire protection and life safety equipment and systems, custodial services (interior/exterior), snow removal, exterior grounds maintenance, interior plant maintenance, solid waste removal, recycling, carpet cleaning, integrated pest management services, window washing and blind cleaning, smoke control systems, special suppression systems, storm drainage equipment and systems, sanitary sewage equipment and systems. The facilities support services will be performed in the following thirteen (13) Government owned facilities: Gene Snyder USCT, Louisville; Romano L. Mazzoli FB, Louisville; PO-CT, Lexington; J.C. Watts FB, Frankfort; US CT, Covington; FB, Owensboro; William H. Natcher FB-CT, Bowling Green; PO-CT, Pikeville; CT-Annex, London; FB-CT, London; FB-CT, Paducah; Child Care Center, Covington (Janitorial only); IRS Service Center, Covington (Janitorial only). The contract term will include a base year (12 months) period plus four (4) 12 months option periods. The following information is regarding Joint ventures allowing to bid on 8(a) competitive projects: “Joint Ventures are allowable on 8(a) competitive and sole source set-asides, however, the joint venture agreement must be received by SBA prior to proposal due date and approved before award of any resulting contract. If you are contemplating a joint venture in this project, you must advise your assigned SBA Business Development Specialist (BDS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations and guidelines. Any corrections and/or changes can be made only when your BDS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF PROPOSAL OR BIDS.” The project magnitude is between $1,000,000.00 and $5,000,000.00 for the base year period. The project magnitude is between $15,000,000.00 and $19,000,000.00 for the 5-year period. NAICS code is 561210 and size standard is $35.5 Mil. Anticipated solicitation issue date is on or about July 13, 2009. The anticipated proposal meeting date is scheduled for Thursday, July 30, 2009, 1:00 p.m. at the Romano L. Mazzoli Federal Building, 600 Martin Luther King Jr. Place, Louisville, KY 40202. The pre-proposal will be held in the cafeteria of the Romano L. Mazzoli Federal Building (Basement Level). The anticipated dates and times for the site visits (tours) for the Government-owned Facilities are as follows: 1-Tuesday, July 28, 2009, time 9 a.m. to 2 p.m. for Lexington, London, Pikeville, Covington, and Frankfort, 2-Wednesday, July 29, 2009, time between 9 a.m. and 2 p.m. for Bowling Green, Paducah, Owensboro, and 3-Thursday, July 30, 2009, time between 9 a.m. and 4 p.m. for the Snyder Courthouse and Mazzoli FB. All requests for site visits must be submitted to the Kentucky Service Center by close of business (4 p.m. eastern) on Wednesday, July 22, 2009. The proposals will be evaluated using the best value procedures. The contractor will submit two proposals. Each proposal shall contain the offeror’s best technical proposal and their best price proposal. Part One will be the Technical Proposal. Part Two will be the Price Proposal. The factors that will be evaluated are Experience, Past Performance, Management Approach, Operations and Maintenance Program, Custodial Management Program, Quality Control Plan, Customer Service Plan, Service call and Emergency Response Plan, and Safety and Health Program. The best value concept allows award to the offeror providing the greatest value to the Government in terms of trade-off between price/cost and technical merit. Award will be made to the offeror whose proposal conforms to all requirements of the solicitation and is considered most advantageous to the Government, cost or price and other factors considered. ** THE SOLICITATION WILL BE AVAILABLE ON THE WEB ONLY**.
