DEPARTMENT OF VETERANS AFFAIRS NETWORK 22 LOGISTICS OFFICEJUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION FAR 6.302-1, 41 U.S.C. 253 (c) (1) "ELECTRICAL STUDY" VA-262-09-RQ-0374 1. Agency and Contracting Activity Identification: The Network 22 Logistics Office, 5901 E. 7th Street, Long Beach, California, as requested by the VA Greater Los Angeles Healthcare System, shall enter into a service contract that requires justification for other than full and open competition. 2. Nature of Acquisition Being Approved: Sole source contractor shall provide services for a new and complete short-circuit study, equipment-interrupting or withstand evaluation, and a protective device coordination study for the electrical system at Building 299 for the VA Greater Los Angeles Healthcare System. 3. Description of Requirement: VA Greater Los Angeles Healthcare System is requesting sole source service contract from Giga Electrical and Technical Services, Inc., 4515 Eagle Rock Blvd, Suite 142, Los Angeles, CA 90041. The period of performance shall be 12 weeks from the date of award. The estimated annual cost is $81,540.00. 4. Statutory Authority Permitting Other Than Full and Open Competition: The service being procured under the authority of 41 U.S.C. 253 (c) (1), FAR Part 6.302-1(b), Only One Responsible Source. 5. The Nature of the Acquisition Requires Use of the Authority Cited: Giga Electrical and Technical Services performed the initial analysis of the previous switchgear equipment in building 299. Giga is uniquely qualified because of the technical knowledge, skills and track record of excellent performance in the most difficult part of the field of electrical engineering. This system is particularly complex because of the preferred and emergency configurations that can change throughout the system. Giga is fully prepared to provide an analysis of all configurations and cross connections of this large and complex system. No other company is capable of completing this project in time in order for the required settings to be available on startup of the new equipment time is of the essence on this emergency repair. The new switchgear equipment is due to be installed by the end of September. It is imperative that this study be completed prior to this installation. The facility requires the settings to be accurate as well as available at the time of the new switchgear equipment start up. Giga has certain proprietary information from prior work that they are building upon, which is the reason that they can perform this study with such a quick turn-around time. Gathering the information that they (Giga) have accumulated to this point would require a team of engineers at least 6 months to inspect the entire north campus electrical system, including all of the underground distribution following the route of the 8 main electrical circuits to every building on the north campus checking every cable, switchboard, panel board, and motor control center. VA Greater Los Angeles cannot afford to delay the project for 6 months. This would require additional funds to rent a temporary switchgear and risk interruption of electrical services. This part of the project is every bit an emergency as the switchgear equipment replacement of the substation. Replacement of the switchgear equipment was procured under an emergency basis and DEPARTMENT OF VETERANS AFFAIRS NETWORK 22 LOGISTICS OFFICE JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION FAR 6.302-1, 41 U.S.C. 253 (c) (1) ELECTRICAL STUDY" VA-262-09-RQ-0374 replacement and installation is currently underway. Successful and efficient installation has been determined to be vital to patient care. Interruption in this equipment could result in loss of electrical power, which would have possible catastrophic consequences. Giga Electrical and Technical Services is able to provide this vital service in the time frame required, thus minimizing cost to the Government and safeguarding property and life. 6. A Description of Efforts Made to Ensure That Offers From as Many Potential Sources As Practicable and Whether a Notice Will Be Publicized. See number 5 above. A Pre-solicitation Notice was transmitted to the GPE (Fedbizzopps). 7. Anticipated Cost: The anticipated cost has been determined to be fair and reasonable to the government based on the using service estimate and past prices paid for similar services. 8. Results of Market Survey: Market research information was also obtained by other contractors and through historical data. See Items 5 above. 9. Any Other Facts Supporting the Use of Other Than Full and Open Competition: None. See Items 5 above. 10. Any Other Interested Sources There are no other sources that expressed in writing an interest in the service other than the incumbent who cannot perform the requirements. See Item 5. 11. A Statement of the Actions, if any, the Agency May Take To Remove of Overcome Any Barriers to Competition Before Any Subsequent Acquisition is required: None. See Paragraph 2, 3, 4, and 5 above. 12.
