Box 2250, Winchester, VA 22604-1450 NAICS Code: 236220 DESCRIPTION: The U.S. Army Corps of Engineer (COE) Transatlantic Programs Center intends to solicit names of construction firms or joint ventures experienced in working in the Middle East region who are interested in submitting a firm-fixed price offer for this project. To be considered a construction firm, the firm must perform construction as a significant portion of its business. The estimated cost of the design/build construction is between $5,000,000.00 and $10,000,000.00. PROJECT SCOPE: This work will consist of the design and construction of concrete-framed buildings for the following types of facilities: One Sector Operations Center, one Administration & Training Facility, and all required sitework and utilities, including stand-alone potable water storage and distribution, sewage collection, power generation, and installation of a ductbank and manhole system for fiber optic communications cabling. Site survey and Geotechnical design verification will be required. The location of this project is Ali Air Base, An Nasiriyah, Iraq. CONTRACT PROCEDURES: Both a price and a non-pricing (technical) proposal will be required. Pricing and non-pricing (technical) considerations will have approximately equal weight with one another in the selection process. Price will be evaluated on the basis of the completeness and reasonableness of the prices proposed. Completeness of proposed prices will be evaluated by the Government based upon a comparison of the process proposed as compared against the requirements of the solicitation, scope of work and those costs included in the Independent Government Estimate (IGE). The reasonableness of prices proposed will be evaluated on the basis of comparison of those prices with the prices proposed by the offerors and as contained in the IGE. Conclusions concerning likely future cost risk will be based upon the results of the Governments review and analysis of all aspects of the price proposals. The non-pricing evaluation factors to be rated are: Management and Technical, Experience and Past Performance. Request for Proposal (RFP) will be issued to prime contractors responding to this notice. Tentative date for issuance of RFP is 6 July, 2009. Tentative date for receipt of proposals is 5 August 2009. Tentative contract award date is 15 September 2009. Contract award will be made on a best value basis with a firm fixed-price contract. Anticipated contract duration is 455 calendar days.
