- The Contractor will provide Access Control Services in accordance with the specific requirements of this statement of work (SOW); in full compliance with DoD, U.S. Army, Installation and organizational (USARCENT) policy, directives, orders and guidance. The Contractor will provide all management, supervision, personnel, training, materials, supplies and equipment (except as otherwise specified in this SOW) and will plan, schedule, coordinate and ensure the effective performance of all required Access Control Services. Building 363 (Patton Hall) is located at 1881 Hardee Avenue, SW, Fort McPherson, GA. Patton Hall occupies the block bordered by Hardee Avenue, Walker Avenue and two unnamed service roads. The main entrance is located on the Hardee Avenue side of the building. Employee only entrances (access to which are controlled by badge and password activated electronic portals to limit building access) are also located on the south, Walker Avenue side, the north, facing FORSCOM Headquarters, and the west, adjacent to the Commissary, sides of the Headquarters building. The Main Reception Desk (MRD) is located at the Hardee Avenue entrance of the building. The office of the Access Control Manager will be located in the vicinity of the Main Reception Desk, except when duties require attention and/or activity elsewhere. The Contractor will provide Access Control Services to meet four specific requirements Reception and Information Services at the Main Reception Desk (front entrance) of Building 363; Alarm/Video Monitor Services at the Main Reception Desk of Building 363; non-staff sponsored Visitor Escort Services; and peak pedestrian hour Security Badge Access Inspection Services. These ACS personnel are not physical security guards or law enforcement personnel. The priority tasking, focus of effort and range of access control services are detailed in SPECIFIC REQUIREMENTS below. Access Control Manager is required to determine requirements, coordinate, schedule and supervise the performance of Access Control Service, and to establish, implement and sustain a quality training program (including initial and in-process training). The Access Control Managers normal duty day (at Building 363) will be from 0730 to 1600, Monday through Friday, except on Federal Holidays. However, this individual will remain on call at all times to address any problems in the performance of Access Control Services. If, for any reason, the Access Control Manager cannot be contacted to resolve an issue, the Task Monitor will be contacted to address and resolve the issue. Access Control Specialists will wear uniforms while on duty and providing Access Control Services. The Contractor will provide the uniforms for each Access Control Specialist, IAW the approved Uniform Plan developed by the Contractor.
