Description
This contract action is for services for which the Government intends to solicit and negotiate with only the University of Hawaii (UH) under the authority of FAR 6.302-1. The Office of Naval Research (ONR) is funding development of a comprehensive web-based ocean wave forecasting tool at the UH School of Ocean and Earth Science and Technology (SOEST). ONR chose SOEST because it offers integrated expertise in Geology and Resources Engineering, and Geophysics, Meteorology, Ocean and Resources Engineering, and Oceanography. The objective of this tool is to deliver extreme event and multiyear hindcasting for any site around the world, and includes ETOPO 1 (or user defined) bathymetry to allow for coastal refraction. The immediate deliverable from this subject study is estimates of storm waves at a site associated iwth an actual Navy design project. But furthermore, and equally importantly, tasking this specifically to the UH provides them and ONR with a valuable real-world Navy test case regarding the utility of this developmental tool. The work includes, but is not limited to, performing ocean wave simulation and refraction studies for representative extreme events in the vicinity of the subject site, including statistical evaluation of the results.
