- ARRA Project - THIS INVITATION FOR BID (IFB) IS A 100% TOTAL SMALL BUSINESS SET-ASIDE. The Government intends to award a Firm-Fixed Price Contract under Solicitation No. N40085-09-B-9416, REPAIRS TO BERTH 13 AT PORTSMOUTH NAVAL SHIPYARD, PORTSMOUTH, NH. The NAICS proposed acquisition is 237990. The size standard is $33,500,000.00.DESCRIPTION: ARRA Project - PWD Maine, Portsmouth Naval Shipyard, Portsmouth, NH. This project will include but is not limited to all labor, material, equipment, transportation, supervision, and incidental related work required to complete repairs to Berth 13A & 13B at the Portsmouth Naval Shipyard (PNS) located in Kittery, Maine. Work includes installing non-structural pile jackets; installing anodes on master, mid-span and support piles; installing anodes on support piles (partial concrete jacket removed); repairing crane rail pocket; repairing spalls in top of concrete deck; repairing imminent spalls (average 3 inch depth) in concrete frames; repairing spalls (average 6 inch depth) in concrete frames; recoating steel fender system components bents 58 to 3 feet; temporarily remove and reattach utilities supported by fender system; repairing sinkholes along wharf. There are three options: Option 1 - (Item a) Repair additional 100 square feet of spalls in top of concrete deck; Option 2 - (Items a-d) Mill pavement in designated areas, install new bituminous concrete overlay, perform utility structure repairs within designated areas, install new pavement striping. Option 3 - (Item a) Additional spall repair (average 6 inch depth) at concrete frames and structural members.Location of work is Portsmouth Naval Shipyard, Portsmouth, NH. Magnitude of Construction is between $1,000,000 and $5,000,000. Tentative date for issuing Invitation for Bid will be on or about July 2, 2009. The bid opening date will be on or about August 3, 2009 and will be stated in the solicitation document. Performance period will be 245 calendar days. Site visit information will be included in the solicitation. Plans will be available for inspection without charge at the Government Point of Entry. The GPE may be accessed via the Internet at http://www.fedbizopps.gov. An official plan holders list will be maintained on line and can be printed from the website. Notification of any changes to this solicitation (amendments) shall be made only on the Internet. It is therefore the contractor's responsibility to check the Internet site daily for any posted changes to the solicitation's plans and specifications. Solicitation's plans and specifications may be accessed from: https://www.neco.navy.mil/ or GPE, on or after July 2, 2009. Bidders are advised that all contractors are required to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database.
