Description
MIDDLETOWN ARMED FORCES RESERVE CENTER (AFRC) SOURCES SOUGHT. The purpose of this synopsis is to gain knowledge of potential Small Business Concerns. The USPFO for Iowa, P&C Office anticipates the solicitation and award of a Design-Build contract to construct a new Armed Forces Reserve Center-AFRC at Middletown, Iowa. Scope of the project includes the construction of a one or two-story facility consisting of a readiness center and a maintenance facility. The readiness center consists of an assembly hall, offices, classrooms, kitchen, latrines, and storage areas, and the maintenance facility consists of offices, tool and parts rooms, specialized storage areas for batteries and hazardous materials, general purpose maintenance bays and a wash bay to be constructed on a 26 acre site adjacent to the Iowa Army Ammunition Plant in Middletown, Iowa. The approximate size of the readiness center is 47,000 SF and of the maintenance facility is 27,000 SF. Supporting facilities include a fenced military parking area and a privately-owned parking area, aprons, curbs, sidewalks and access roads totaling approximately 23,000 SY of concrete. Included is a 4,000-gallon fuel containment and dispensing system and a loading ramp. Finish work to include landscaping, seeding, and sodding as required. The magnitude of this project is between $10,000,000 and $25,000,000. The Government will use a two-phase source selection process to determine the successful contractor. All interested Small Business concerns need to provide to this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 9 July 2009 at 11:00 a.m. (CST). This notification, which shall not exceed five typewritten pages, must include (1) positive statement of intent to bid as a prime contractor, (2) Identification of firm with appropriate Small Business status. Status of Small Businesss will be verified via Small Business Administration, (3) Acknowledgement from the Bonding Company indication your that your firm has the ability to be bonded for a project of this magnitude, or an explanation of how your firm intends to con the project if awarded a contract, (4) A listing of design-build projects completed as a general contractor during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. (5) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In order to aid contractors the Government has included a checklist to be submitted with the five page response. This checklist is in addition to the five pages and shall be submitted by the contractors wishing to be considered. In the event adequate Small Business contractors are not available for adequate competition for this project, it will be advertised as unrestricted.
