Description
In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act of 2009 (the 'Act'), Public Law 111-5, this notice is provided for INFORMATIONAL PURPOSES ONLY. The Department of the Interior, U.S. Geological Survey (USGS), intends to modify Contract No. 06CRCN0006 with Honeywell Tech Solutions, to include Act related provisions, which are incorporated into the contract via Modification 21. The requirement described below is within scope of the existing contract, which was originally awarded on a competitive basis. THIS OPPORTUNITY IS AVAILABLE ONLY TO THE INCUMBENT CONTRACTOR. The USGS (U.S. Geological Survey) operates seismic stations in every continent and in over 60 countries around the world in order to provide rapid earthquake information for emergency response. The USGS Global Seismic Network (GSN) consists of approximately 100 stations. The proposed ARRA work will fund additional personnel and field work to modernize approximately 23 GSN stations. The method used for this acquisition was full and open competition. The modification is not fixed price because many external factors, such as unknown site conditions, political upheaval and civil unrest, indeterminate equipment shipping schedules, delays in customs clearance, foreign travel costs, and unpredictable equipment failures, impose unacceptable risk for a bidder on a fixed price contract. The total estimated contract cost for the base year and four option years is $14.2 million. The proposed ARRA work is less than 10% of the contract total. This contract is currently in Option Year Three with a period of performance of 10/01/2008 through 09/30/2009, and contains one more option period, 10/01/2009 through 09/30/2010. The place of performance is Albuquerque, New Mexico. Full or partial funding for requirements to be completed by the contractor will utilize funds provided by the Act. Inclusion of unique provisions required to implement the Act, including those for significant reporting and transparency requirements by Honeywell Tech. Solutions, will be incorporated into this contract by Modification 21. (ATN# ARRA-SE0002B)
