- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDERRECOVERY ACT, THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) FIRMS. VISN 5 Network Contracting anticipates the award of a firm-fixed-price contract for construction of Project No. R512-09-308, Repair Exterior Buildings 11H, 15H and 17H at the VA Maryland Health Care System at the VA Medical Center, Perry Point, Maryland 21902. Contractor will be responsible to provide all supervision, labor, materials, and equipment to perform general construction, alterations to re-install after the following: construct a 2 foot wide by 4 inch thick concrete apron around the entire building perimeters on lawn area, patch and spalled or loose stucco on exterior walls, clean walls to yield surface suitable for application of exterior insulation finish system, install exterior insulation finish system on entire wall surfaces of buildings including cornices, paint all exterior metal railings, doors and door frames, replace wood sheathing on 15H enclosed porches with cement board, remove dust collection system on interior and exterior of building 15H and seal building wall penetrations with metal stud and cement board on the outside prior to installation of the exterior insulation finish system, Seal floor penetrations with 3000 PSI concrete supported by form work, to match slab thickness, and paint trim on front face of 23H to match the other buildings. All work shall be in accordance with drawings and specifications that will be issued with the solicitation package. Employee Identification and Security Clearance will be required for all contractor employees. Proper identification (valid citizen and non-citizen ID cards, valid passport or naturalization papers) to go through the required access for VA Medical Center. All work is to be completed within approximately 180 calendar days after date of receipt of notice to proceed. This includes final inspection and clean-up. The applicable North American Industry Classification System Code for this procurement is 238190. To be considered a small business under this code the SBA size standard must not exceed $14.0 Million. The construction cost range for the project is between $1,000,000 and $2,000,000. The Invitation for Bid (IFB) solicitation will be issued on or about July 14, 2009. All information for this solicitation will be posted on FedBizOpps http://www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings and subsequent amendments, if any. The solicitation will be issued pursuant to the authority of Public Law 109-461, 38 U.S.C. 8127 and 8128. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. Potential bidders MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database and VetBiz Vendor Information Pages at vip.vetbiz.gov as a SDVOSB firm, and must have current record in the Online Representations and Certifications Application (ORCA) prior to bid opening.
