- RECOVERY - THIS OPPORTUNITY IS UNRESTRICTED and will be available to all businesses sizes (large and small). The USFWS proposes to construct entrance road safety improvements at Conboy Lake National Wildlife Refuge, Glenwood Washington (Klickitat County). This will be"best value" procurement with award based on experience, past performance and price. Price is significantly less important than experience or past performance. Experience and past performance are of equal value. Solicitation number 10181RR665 will be posted in approximately 15 days and may then be viewed thru a link to the National Business Center Interior Electronic Acquisition System-Electronic Commerce at "http://www.fedbizopps.gov" or "http://www.nbc.gov". The solicitation response date will be approximately 30 days from posting date. No further notice will be posted on Fedbizopps. For assistance in downloading information from the National Business Center contact the helpdesk at (703) 390-6633. Interested contractors must be registered in the Central Contractor Registration (CCR) and complete Online Representations and Certifications (ORCA) at "http://www.bpn.gov". This will be a firm fixed priced contract. The NAICS code is 237310; size standard $31 million. The project magnitude is between $100,000 and $250,000. A bid guarantee for 20 percent of the bid price shall be submitted with the proposal. Within 15 days after contract award, the successful awardee will be required to furnish a payment and performance bond for 100 percent of the contract price, along with proof of insurance for amounts specified in the solicitation. A notice to proceed to be issued upon receipt of insurance and bonding with commencement of work directly thereafter and contract completion by no later than June 30, 2010. PROJECT INFORMATION: Contractor to furnish all labor, equipment, materials, supplies to construct entrance road safety improvements to approximately 0.75 miles of the Conboy Lake NWR entrance road. Safety improvements to include constructing four new vehicle pullouts, adding new gravel material to road, rough and fine grade road to allow suitable drainage, install two speed limit signs (standard size), one stop sign (standard size), one double-sided standard refuge entrance sign (8' x 10'), and one single-sided standard refuge entrance sign with public information (4'x8').
