Description: RECOVERY: RE-ADVERTISEMENT OF PRE-SOLICTATION NOTICE FOR CONSERVATION OF THE EAGLE MONUMENT AT THE CYPRESS HILLS NATIONAL CEMETERY, BROOKLYN, NEW YORK. This project is being funded from the American Recovery and Reinvestment Act of 2009. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-09-RA-0048 for the following: THIS PRE-SOLICITATION NOTICE WAS CANCELLED IN ITS ENTIRETY DUE TO THE GOVERNEMENT ESTIMATE FALLING UNDER THE THRESHOLD FOR PUBLICATION. HOWEVER, IN THE FOLLOW-ON ASSESSMENT, THE WORK REQUIRED FOR THIS PROJECT WILL TAKE THE PROJECT OVER THE THRESHOLD FOR PUBLICATION OF THIS ANNOUNCEMENT. THEREFORE, THE FBO NOTICE HAS BEEN RE-ADVERTISED. THE GOVERNMENT IS SEEKING ALL INTERESTED BIDDERS FOR THIS MONUMENT AND MEMORIAL REPAIR PROJECT. Contractor shall provide all professional services, labor, materials, tools and equipment necessary for comprehensive repair, conservation, cleaning and other treatment as necessary of the Eagle Monument in Cypress Hills National Cemetery, 625 Jamaica Avenue, Brooklyn, NY 11208. Constructed in 1934, the Eagle monument is approximately 6 feet in height, and consists of a cast stone eagle, with wings outspread, set atop a conical rubblework base. All work is to be done in accordance with the project deliverables and tasks. Proposals will be evaluated on the following factors in descending order 1. Technical Qualifications, 2. Past Performance and 3. Price. Factors 1 and 2 when combined are equal to price. CONTRACT DURATION: Performance period is approximately 90 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 712120 SIZE STANDARD: $7.0 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-RICE SERVICE CONTRACT UNDER FULL AND OPEN COMPETITION. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 15 to a responsible business responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request For Proposal (RFP) details may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov.
