- This is a Notice of Intent to Award for commercial items. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The California National Guard intend to award a contract to Zephyr International for the purchase of 1 each ZGS-10000-5 hydraulic rescue hoist ground support equipment with a magnetic inspection system (the magnetic inspection system requires the use of a laptop with Adminisrator rights, an operating system of Microsoft 2007 or XP, and Microsoft Word). Pricing must include at a minimum 1 day of installation and training on equipment, and all freight charges to Los Alamitos, CA 90720. Equipment must come with a minimum of 1 year warranty. All bidders will be allowed to submit quotes in accordance with the Brand Name or Equal clause described in FAR 52.211-6. To be considered for award, offers of equal products of the brand name manufacturer must meet the salient physical, functional, and performance characteristics specified in this solicitation. Bidders must clearly identify the item by brand name if any, or make or model number. Bidders must include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data, and must clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. The Contracting Officer will evaluate equal products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. Unless the offeror clearly indicates in its offer that the product being offered is an equal product, the offereor shall provide the brand name product referenced in the solicitation. The following provisions are hereby incorporated by reference into this solicitation: 52.212-1 Instrucations to Offerors, 52.212-4 Contract Terms and Conditions Commercial Items, 52.211-6 Brand Name or Equal, 52.212-3 Offeror Representations and Certifications - Commercial Item. All vendors must be registered in the Central Contractors Registration (CCR). Quotes are due no later than July 7, 2009 before 1:00pm PST. Quotes may be submitted via fax to 805-594-6348.
