Description
The contracted Vessel shall support the following activities:Operations shall be conducted in Dry Tortugas National Park near 24.5 degrees North, and 083.0 degrees West. Biological data will be collected by SCUBA divers using non-destructive, in situ, fishery independent visual monitoring methods. The scientific investigators are uniquely qualified to conduct this research base on past research and experience in the study area. The proposed sampling survey will obtain about 500 visual census point samples over a short period to provide a spatially integrated "snapshot" of the exploited reef fish community four years after the area was impacted by several hurricanes and two years after the no-take marine reserve 'Research Natural Area' was implemented in Dry Tortugas National Park. This work requires a labor-intensive effort with no shortcuts to ensure that sampling is cost-effective and precise. At a rate of 4-6 reef fish visual census samples per diver day (depending on depth), 10 field days of ship support are required to provide sufficient spatial coverage of the park. By sampling both in and out of the new marine reserve, science divers will provide: (1) spatially explicit estimates of population abundance and biomass by sizs (age) groups for both exploited and non exploited species essential for quantitative stock assessments; (2) statistical characterization reef "habitats" in terms of nursery and polulation productivity value; and(3) critical data with which to begin to evaluate the effectiveness of the new no-take marine reserve. SCHEDULE Diving operations shall require a single leg of 10 full operational days. Port days shall occur at the beginning and end of the single trip (two port days total) Dates of the cruises shall be as follows unless both parties agree to changes: July 20, 2009 Port day: On-land all personnel and equipment. Set up equipment and conduct personnel briefs, Vessel to depart for Dry Tortugas at such time as to arrive at first dive site by 0800 hours on July 21, 2009. July 21-30, 2009- 10 operational days: Conduct diving operations. Vessel shall begin transit to port following cessation of research operations on Jyly 30, 2009. July 31, 2009 Port day: Vessel arrives at port, off-loads all scientific personnel and equipment Technical tasks and deliverables: The vendor will provide charter of a research vessel for one research cruise to the Dry Tortugas region (SE Gulf of Mexico) for the dates of July 21 thru 30, 2009, with port days before and after the cruise. Charter vessel and operations will be in accord with National Park Service Commercial Use Agreement. The charter will include accommodation and food for a party of 24 researchers and diving support for researchers including a Nitroix gas compressor systen and scuba tank fills. REQUIREMENTS: The vendor shall chose a single port in the state of Florida for embarkation/disembarkation where science personnel and equipment will on load/off load. The vessel-(We prefer to use Key West). The vessel must depart the port of embarkation at such time as to arrive at the operation site by 0800 hours on the first operational day. Therefore, the vendor shall specify the departure time from the port of embarkation at lease twelve (12) hours prior to departure time and upon returning to allow science personnel to on-load/off load equipment and personal gear. All vessel suppport for diving operations conducted at sea, while on station, shall be based on work days consisting of (12) hours to be conducted at the beginning of each day at a time mutually agreed upon by the Chief Scientist and the Vendor's representative. Operations shall begin each day at such time as to allow for the safe and effective conduct of the diving operations scheduled for the day. To complete the tasks described above, the following vessel requirements shall be provided: VESSEL SPECIFICATIONS: A. General Information 1. Support vessel suitable for use as a field laboratory and a tender/mother ship for research diving operation. Overall length not less than ninety (90) feet, and minimum cruising speed of ten (10) knots. 2. Vessel crew, including USCG licensed captain (with working knowledge of English), exeperienced in undersea research operations and live-boating multiple groups of scuba divers, who shall be responsible for operation and maintenance of all equipment owned, leased, operated or otherwise under the control of the Vendor. 3. Vessel to be fully founded, Founded requirement includes, but is not necessarily limited to: a. Accommodations and linens for a minimum of 24 science personnel, not including crew. b. Three meals daily plus additional snacks and drinks c. Liability Insurance protection for vessel operations and personnel while conducting scuba diving operations. d. Docking, harbor pilot fees, etc, e. Taxes, duties, etc. f. All crew expenses. g. Fuel and oil charges h. All other expenses arising from operations considered being routine in the operation of a research vessel. i. Any and all expenses associated with upgrading the vessel or any other equipment required to comply with these specifications. 4. Climate controlled (72F+5F) berthing for a minimum of twenty four(24) mission personnel. 5. Vessel documentation/Certification 6. Must pass a USCG, UNOLS, or other third party inspection equivalent to Subchapter U, 46 CFR 188 for life at sea, fire safe and material condition. This inspection must also be conducted on vessels designated as "uninspected vessels "or" research vessels" by the USCG. OPERATIONAL EQUIPMENT REQUIPMENTS: In addition to the primary systens (fully operational surface vessel), certain required items ar viewed as mission -essential,i.e. necessary to accomplish the scientific objectives of this mission. Either entire replacements or the necessary spare parts should be available on board the vessel to ensure that repairs can be made on site, as opposed to returning to port to affect repairs. The following items are viewed as mission-essential: 1. A nitrox compressor operated and monitored by vessel crew personnel for filling scuba cylinders is required. Must have documentation of meeting CGA Type 1 Grade E or better within six months of the beginning of the mission. The compressor must be able to produce 36% nitrox gas for a minimum of one hundred and (110) aluminum, 80 cu.ft cylinders each day. 2. The vessel shall provide a minimum of twenty-four aluminum, 80-cu.ft. cylinders serviced for nitrox usage with standard "k" valves, which shall be required to be filled by vessel crew at lease four times per day. 3. Dive ladder/platform that allows easy access for divers to get on and off the support StORAGE SPACE - Eight hundred (800) square feed of open deck space for storage and work area. NAVIGATIONAL EQUIPMENT 1. Standard navigational equipment including compass, radar, and GPS. 2. Fathometer capable of sounding to a depth of 50 meters. COMMUNICATION EQUIPMENT 1. VHF radios for standard marine communications. Vessel shall be capable of accessing the USCG from all research sites.
