- RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER SUSTAINMENT, RESTORATION & MODERNIZATION ACQUISITION TASK ORDER CONTRACT (SATOC). "In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Re-Investment Act of 2009, Pub.L. 111-5, the Government posts this presolicitation notice of intent to issue a task order under an established Indefinite Delivery Indefinite Quantity (IDIQ) type contract with the Prime Contractors presently assigned to the Sustainment, Restoration & Modernization Acquisition Task Order Contract (SATOC) which is operated by HQ AETC CONS LGCT office, c/o HQ AFCESA CONS CEKC at Tyndall AFB, FL. This project calls for Replacement of North Substation Transformers at Dover AFB, DE, as stated in the presolicitation title. The Government intends to issue a task order to one of the Prime Contractors under the SATOC IDIQ. The Prime Contractors' main point of contact is listed on the attached SATOC Prime Spreadsheet (see attachment). Companies interested in subcontracting opportunities should contact the companies listed from this form. The purpose of this project is to provide the Government with a complete engineering design, construction, and warranty for the Replacement of the Transformers at the North Substation to meet current Air Force standards. Design and construction tasks include providing new transformers rated at 15 MVA at 65 degrees Celsius, class OA/FA/FA, with load-tap changing capability in each transformer. The new transformers shall provide an overall minimum rating of 15/20/25 MVA for each transformer. In addition, provide a new 1,200 ampere main breaker on the output of each transformer. Electrical tasks include providing electrical demolition and disposal of existing transformers, switches, and other components as required for the new installation; provide a and install new terminations, disconnects, fittings, and testing on new equipment as required; provide necessary cabling and materials necessary for installation of new equipment listed above. Contractor shall provide necessary civil work to include transformer mounting pads, grading, ground cover, as necessary.
