Description
RFQ HSCENV-09-R-00004 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being issued as a Request for Quotation using Simplified Acquisition Procedures at FAR Subpart 13.1. The Department of Homeland Security, Immigration and Customs Enforcement has a requirement to procure Administrative Support Services in support of the Office of Principal Legal Advisor (OPLA). The offeror will be required to provide approximately 16 employees to provide administrative support to offices located within the District of Columbia, Virginia and Maryland. This competitive acquisition is set aside for HUB Zone contractors. The performance period is one year with two one-year options. A 60-day transition period will be provided to allow time for personnel recruitment and completion of the required background investigations. Award will be made on a time and materials basis. The NAICS code is 561110. Contractor shall complete the solicitation attached and submit electronically via email prior to date and time set for receipt offers, 2:00pm CST on 21 July 2009. Contractor must complete SF 18 Block 8a through 8f, Block 12 and 13 a through 13f, Block 14, 15 and 16 a through 16b. Page 2 through 4. Review the Scope of Work contained on pages 6 through 17. Wage Determination 2005-2103 Revision 8 dated 26 May 2009 are applicable and are enclosed as an attachment and listed in Section J page 33. FAR 52.212.-3 Offeror Representations and Certifications, Section K are located on pages 34 through 48 and must be submitted with offer. Section L page 49 through 51 contain the evaluation factors. Evaluation Factors, located in Section L, pages 49 through 51. Contractor shall be evaluated on three (3) Factors. Factor 1-Technical Approach consists of two sub-factors, Technical Capability and Performance Plan, and Sub-Factor 2- Staffing. Factor 2-Past performance and Factor 3- Price. When factor 1(Technical Approach) is combined with Factor 2 (Past Performance) they are significantly more important than Factor 3 (Price). Factor 3 (Price) will become the determinative factor for award if the highly rated offerors are considered essentially equal after being evaluated for Factors 1 and 2 (See Section M).
