- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential bidders for Repair BEQ 3407 at Camp Schwab, Okinawa, Japan. The work will be generally to provide all labor, transportation, equipment, tools, supervision, and management required to repair BEQ 3407. The work includes, but is not limited to, the following: a. Architectural Works: Replace all interior finishes with new materials on the floor, wall and ceiling except at areas indicated on drawing where existing floor and wall tiles to remain butdamaged ones be replaced to match existing. Replace with new all existing toilet accessories, provide wall and base cabinets, interior and exterior doors, and provide new name plate for eachroom. Replace locksets with card key system. Repair concrete cracks and spalls throughout the building. Partially repair existing roofing and provide new fluid applied waterproofing onthe existing roofing sheet as shown on the drawing. Upgrade laundry and modify lounge areas to accommodate new kitchen, exercise room and computer rooms. Provide telecommunication rooms at each floor. Repaint interior and exterior surfaces. Remove and dispose off asbestos as shown on the drawing. Construct new fire pump house. Provide all related civil and structural works and all other incidental works for complete usable facility. b. Mechanical Works: Upgrade the HVAC system by replacing all the existing water chiller units, air handling units, hot water boilers, hot water generating/storage tank, water circulationpumps, expansion tanks, pot feeder, wall ventilators, supply/exhaust fans, chilled/heating hot water piping, condensate drain piping, make-up water & expansion lines including hydronicitems and controls as shown in the drawings. New chilled/heating water piping shall consist of primary and secondary piping loops. New air handling units shall be provided with dehumidifier heat pipes. All existing piping and ductwork including related accessories within the A/C Rooms shall be replaced with new. With the provision of new ceiling, the existing supply, return and exhaust air terminals shall be replaced as indicated in the drawings. With the Architectural room conversions, affected air distribution system shall be modified. Replace existing damaged gravity roof ventilator at roof. Provide new ventilation system for the Storages and Janitor's Closets and DX split type air conditioning for the new Telecomm Rooms. Provide new DDC system for the HVAC system that is adaptable to LonWorks. Upgrade the plumbing system by replacing all the existing domestic hot and cold water piping, plumbing fixtures such as lavatory, bathtub, shower set, service sink, laundry sink and urinal. Existing water closet in Bedrooms shall be reused and provided with new seat and cover and flush valve kit. Upgrade the Laundry by installing the(GFM) stackable washer/dryer, and upgrade the ventilation system. Provide clothes dryers (GFM) with new plumbing utilities and new exhaust system. Provide new plumbing fixtures and utilities, and residential type range hood for the microwave oven at 2nd floor Kitchenette. Provide new electric water cooler including plumbing utilities on each floor Lounge area. Provide new automatic wet type sprinkler system and standpipe system as shown on the drawings and a new diesel engine driven fire pump shall be provided to boost the system's water pressure. c. Electrical Works: Replace existing with new lighting fixtures and provide on-off lighting sensor switch at corridors and other common use area of building as shown on the drawing. Upgrade existing fire alarm system with new system as shown on the drawing. Upgrade existing interior electrical power system with new; receptacles, panel boards, safety switch, circuit system and provide an electric kilowatt-hour meter. Provide new telephone, computer LAN and cable television outlets at each individual rooms including lounge, lobby, offices and other common areas. Provide new telecommunication room at each floor. Replace existing exterior transformer including secondary feeders and switchboard. The work shall be located at the Camp Schwab, Okinawa, Japan, approximately as indicated.The North American Industry Classification System (NAICS) Code is 236118.Bidders can view and/or download the solicitation at https://asia.neco.navy.mil/ when it becomes available. Local sources are those persons or entities that normally reside and are licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation in accordance with provisions of the U. S. Japan Status of Forces Agreement.
