- RECOVERY--THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W9124A09B0002. The Information Technology, E-Commerce, and Commercial Contracting Center, Directorate of Contracting, Operations Branch, Fort Huachuca, Arizona will issue a solicitation for the procurement of Wastewater Drying Beds Repair at Fort Huachuca, AZ. This procurement, which will be completed utilizing sealed bid procedures, is described as follows: the contractor shall provide all materials, labor, and equipment to complete the repair of the wastewater plant #2 drying beds (8 beds). In each of the beds remove sand, debris, under-drain system and felt; inspect under-drain system for all beds and repair broken/deteriorated piping; repair the 30 mil HDPE liner throughout all beds and berms in between beds; replace: new felt, under-drain system (new headers and laterals) and gravel. On top of the new, clean pea gravel provide new, highly permeable, non-corrosive weight distribution mats (similar to FIBERGRATE HLC Molded Grating, permeable rapid runway repair matting or equal) to provide weight distribution for heavy equipment used on top of the sand bed (provide specifications for mats used). Replace sand bed with fresh, twice-washed, coarse sand. Work will be performed on Fort Huachuca, AZ. This is a 100% Hub Zone Set Aside acquisition with a completion schedule of 130 calendar days after award. The total value of the project is between $1,000,000.00 and $5,000,000.00. The North American Industry Classification System (NAICS) code for this requirement is 238990 All Other Specialty Trade Contractors. Award will be made to the offeror whose bid, responsive and conforming to the Invitation for Bid (IFB), is determined to be most advantageous to the Government in terms of price, past performance, and other related factors. The Government intends to award without discussions, therefore, the offerors initial proposal shall contain its best terms. Upon conclusion of evaluations, the name of the apparent successful offeror will be provided to the Small Business Administration (SBA), Phoenix office, for an eligibility determination. The Government reserves the right to contact the SBA at anytime during the evaluation process to determine the eligibility of an offeror. Upon release to the public on or about 24 June 2009, the solicitation W9124A-09-B-0002 will be available via the Internet at the Army Single Face to Industry (ASFI, https://acquisition.army.mil/asfi) or Federal Business Opportunities (FedBizOpps, http://fedbizopps.gov/). Offerors are responsible for checking the websites for any possible solicitation amendments that may be issued. Proposal due date and time will be included in the solicitation.
