Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), plans to procure on a sole source basis; TaqMan Assay (TA) systems which include: assay systems to detect very low levels of mRNAs and miRNAs; supporting ancillary reagents; reverse transcription reagents; upgrades to government owned Applied Biosystems 7900HT instruments; and data analysis software from Applied Biosystems, part of Life Technologies; 850 Lincoln Centre Drive; Foster City, California 94404. The supplies and services herein are commercial as defined in FAR Part 12, and this acquisition is being made in accordance with the test program for using simplified procedures for certain commercial items as authorized in FAR Part 13.5. The North American Industry Classification System code is 325413 and the business size standard is 500 employees. The NCI CCR has a need for the TaqMan Array (TA) systems for nucleic acid quantification down to single cell. The areas of research include ovarian cancer, ABC drug transport models, metastasis, liver carcinogenesis, viral hepatitis-mediated hepatocarcinogenesis, cancer stem cell research, leukemia, lymphoma, lung cancer, pancreatic cancer, and others. The major goal of this project is to extend the research capabilities of the NCI in the area of profiling gene and miRNA expression. The TA systems provides quantification of mRNA and microRNA at low sample input, enabling the ability to analyze 10-384 gene targets and signatures for any gene in model organisms and practically any sample type. Applied Biosystems is the only source known to NCI that can provide the aforementioned TA systems that are required to meet the needs of the NCI CCR. TaqMan Arrays provided by Applied Biosystems are the only known real time Polymerase Chain Reaction (PCR) arrays demonstrated to meet NCI needs to analyze complex and challenging samples with real time PCR sensitivity and specificity that could not previously be analyzed, due to limited amount of samples and; is the only source known that can detect expression down to the single-cell level. The Array technology is a unique, microfluidic technology that provides the ability to analyze 12-384 genes on the “gold standard” TaqMan chemistry. In addition, the products required by the NCI are known to be available solely by AB as they hold patent rights and exclusive licenses specific to each product category. These products and assays are consistent with NCI’s existing instrumentation, AB 7900 HT Thermal Cycling System with a low density array block to perform the analysis of TaqMan Arrays. Period of Performance shall be for from award through twelve (12) months, with two (2) option periods. In addition, this is a firm fixed price, indefinite delivery/indefinite quantity (IDIQ) type contract. Only one (1) award will be made as a result of this notice. This is not a request for competitive quotations. However, if any interested party believes it can provide the above supplies, it may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow NCI to determine if it can meet the above specifications described herein. Capability statements must be received in the Contracting Office by 11:00 AM ET on June 22, 2009.
