- Title 38, Code of Federal Regulations (CFR) Updates This is a combined synopsis/pre-solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written request for quotations will not be issued. The reference/solicitation number is VA-798-09-RQ-0021 and the solicitation is issued as a request for price (RFP). This acquisition is being conducted in accordance with FAR Parts 12, 13 and 15. The combined synopsis/solicitation will result in a purchase order. Responses to this Request for Price are not offers are from which an award can be made. Instead, to establish a contract, the Department of Veterans Affairs (the "VA") must make an offer that can be accepted by the contractor. The contractor can accept the government's offer by (1) a signed written acceptance of the government's offer or (2) by substantial performance incompliance with the contract. The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-27. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://www.arnet.gov/far (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR). This solicitation is a Sole Source. North American Industry Classification System (NAICS) code is 561410 (size standards $7.0 million) applies to this solicitation. This requirement consists of two (2) Deliverables. The Department of Veteran Affairs has the need for Updates as they occur with the Title 38 Code of Federal Regulations (CFR). This acquisition involves updates and changes in the Federal Register and implementing these updates and changes into the VA system. Also provided in this acquisition will be CD ROM current updates for the VA. A hardcopy supplement will be provided for each book along with the CD. The VBA, Veterans Benefits Administration will oversee the project. Please read the entire Statement of Work (SOW) when the Solicitation is issued. This Sole Source contract will be a Five (5) year project. The government will award a firm fixed price contract resulting from this Sole Source Solicitation.
