Description
RECOVERY - This procurement is being funded via the American Recovery and Reinvestment Act of 2009 (ARRA). The Bureau of Reclamation, Great Plains Region, has a requirement for construction services necessary for the recoating and relining of the penstocks at Flatiron Unit 1 and Unit 2. Principal features of the work include: (1) Removing coating system from exterior of Penstocks Nos. 1 and 2, including removing, handling, and disposing of paint containing lead and other heavy metals. (2) Preparing surface and applying new coating system to exterior of Penstocks Nos. 1 and 2. (3) Removing and disposing of lining system (paint) from interior of Penstocks Nos. 1 and 2, including removing, handling, and disposing of paint containing coal tar products. (4) Preparing surface and applying new lining system to interior of penstocks Nos. 1 and 2. (5) Removing and disposing of coating system from steel work platform supports, stairs, and handrails at valve structure and upstream of Anchor No. 14; and preparing surface and recoating. (6) Removing coating system from 84-inch butterfly valves, including removing, handling, and disposing of paint containing lead and other heavy metals. (7) Preparing surface and lining 84-inch butterfly valves. (8) Furnishing and installing outdoor electrical equipment cabinet and indoor electrical equipment cabinet including grounding and bonding and furnishing and installing electrical conduit and cable, wiring devices, light pole and light, pull boxes, circuit breaker, and transformer load center. (9) Furnishing and installing ultrasonic flowmeter. (10) Removing existing seats and seals, fabricating seats and seals, and installing new seats and seals for four existing 84-inch diameter butterfly valves. (11) Sampling and analyzing expansion joint packing material for asbestos. (12) Removing and disposing of coating from expansion joints adjusting bolts and studs, preparing surface, and applying temporary and permanent coatings. (13) Removing and disposing of existing expansion joint packing and furnishing and installing new packing material in 26 above-ground penstock expansion joints and 2 expansion joints in the pumping plant. The project site is located at Flatiron Pumping and Power Plant, approximately 12 miles west of Loveland, Colorado in Larimer County. The Contractor shall provide all materials, equipment, labor, and supervision necessary for completion of the project. The North American Industry Classification System (NAICS) code associated with this project is 238990. The Small Business Size Standard applicable to this project is $14.0 million in gross annual receipts averaged over the previous three 1-year accounting periods. The order of magnitude for this project is more than $10,000,000. The procurement will be awarded using the Request for Proposal negotiated procedures set forth in the Federal Acquisition Regulations Part 15. The evaluation factors are anticipated to be: 1) Detailed Schedule Plan/Critical Path Management Plan; 2) Detailed plan for coating/lining removal, surface preparation, application and waste management; 3) Detailed plan for refurbishing expansion joints including waste management; 4) Detailed procedure for installation of Ultrasonic Flow Meters; 5) Detailed plan for refurnishing butterfly valves; 6) Company Experience, Key Personnel; 7) Past Performance; 8) Safety. This procurement is advertised on an unrestricted basis. Offers will be accepted from all responsive and responsible small and large business concerns. An electronic copy of the solicitation is anticipated to be made available APPROXIMATELY on or around July 8, 2009, at www.FedBizOpps.gov. An organized site visit is anticipated to be scheduled APPROXIMATELY July 22, 2009 (time and location TBA in the solicitation).
