Description
Interested parties shall submit a capability statement along with company profile. Please submit your response to Henry Fox, Contract Specialist at henry.fox@va.gov. Contact number is 708-786-7744.The Government requires a Electrical Distribution System (EDS) that is a portable, free-standing power system designed to distribute 33kva of 120VAC temporary power to various areas of a deployed 250 patient Federal medical station (FMS) during emergency response operations. The EDS shall provide power for health care related functions and as such must satisfy legal requirements for temporary health care facility electrical systems. The EDS shall provide 120VAC power to each patient bed and 120VAC to the administration, support, pharmacy, technical support, holding, common, treatment areas and nurses' stations areas. The EDS shall comply with the latest versions of the National Fire Protection Standard NFPA 99 for Health Care Installations and the National Electric Code (NEC), including requirements for temporary installations and life safety issues. The EDS shall be able to utilize, as its power source, either multiple 120VAC circuits, or one or two facility 208/120VAC 3-phase power sources, or one 40-amp 480VAC 3-phase power source (generator or utility). The primary EDS components include: "extension cord sets specifically designed to minimize the number of cables and setup time for delivering power to every patient bed and FMS workspace; "six local 208 Volt 3-phase to 120 Volt distribution boxes; "cables to route both 120 Volt and 3 phase power into the FMS deployment space; "a main power distribution/transformer cart; and "an automatic transfer switch to select one of two outdoor power sources (utility drop or rental generator supplied by others). The EDS shall be man-portable and/or wheeled or containerized such that it can be quickly moved into the host facilities, un-packed and assembled. It shall also use designs, controls, and connectors that will ensure rapid and correct installation without the presence of an electrician (except for connecting to three phase power sources). Typical examples of components required for health care applications but not typically included in temporary power systems include hospital grade tamper proof outlets and GFCI protection on all outlets with lockout provisions on loss of power that require manual breaker action to reset. The contractor will assemble, pack and deliver the components into three types of kits. Component items will be arranged by kit, packed/palletized and labeled in accordance with a prescribed protocol. Each container/pallet shall have a packing list to identify items and a lot number configured as follows: MFG abbrev.(3 letters)/G.1/Mo./D./Yr., where G.1. is the latest revision of the FMS program baseline requirements and Mo/D/Yr is the date the kit was assembled. The contractor will deliver assembled and packed kits in accordance with the following schedule: -EDS Kit 1: 21 per month beginning 45 days after contract award Total quantity - 360. -EDS Kit 2: 10 delivered 45 days following contract award. - 10 delivered 60 days following contract award. - 20 delivered 90 days following contract award (Total Kit 2 quantity - 40) -EDS Kit 3: 10 delivered 60 days following contract award (Total Kit 3 quantity - 10) -EDS Kit 3, Augmentation items: 10 delivered 90 days following contract award. The EDS component items shall be packed in Shuert Uni-Pak containers or equal. Kits 1 and 2 shall be packed using the 48x40 "tall" pallets, with fold down side panels for access. Kit 3 shall be packed using a 48x40 "short" pallet.
