- COMBINED SYNOPSIS/SOLICITATION Digital Phase Converter (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NRMJ2000-9-11967-WBM. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 335312. The small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN NO. 0001 Quantity 2, Brand Name or Equal to Phase Technologies Model PT380 Phase Converter CLIN NO. 0002 Quantity 2, Rainproof Enclosure for Phase Converters CLIN NO. 0003 Transformer, Delta to Wye. (VI) Description of requirements is as follows: CLIN NO. 0001 Salient Characteristics: Digital Phase Converter Input Voltage: 208 - 240 V Single Phase Output Voltage: 208 V Three Phase Wye Connection, additional transformer is acceptable. 60 Hz, 80 Amp/phase Able to handle 33% imbalance on load. Weight 500 lbs or less for the total package. CLIN NO. 0002 Salient Characteristics: Rainproof Enclosure for Phase Converters Outside enclosure NEMA3R CLIN NO. 0003 Salient Characteristics: Transformer, Delta Input, Wye Output. (VII) Delivery shall be FOB Destination. Required delivery 30 days ARO. Place of delivery is 325 Broadway, Bldg. 22, Boulder, CO 80305-3328. Delivery shall be FOB Destination. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide the brand name of an "equal" product, including manufacturer and model no. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Offers will be evalusted based on price and the factors set forth in paragraph (a). Paragraph (a) is hereby completed as follows: Offers will be evaluated solely on price, on an all or none basis. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Feb 2009), with its quote. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Mar 2009), applies to this acquisition.
