Description
RECOVERY – PRE-SOLICITATION NOTICE RECOVERY - COMPUTER NUMERICALLY CONTROLLED (CNC) HORIZONTAL AND VERTICAL MILLING MACHINES THIS PROJECT IS BEING FUNDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009. This pre-solicitation notice is hereby issued in accordance with the requirements of the Federal Acquisition Regulation (FAR) Subpart 5.704. The NAICS code for this requirement is 333512 with a small business size standard of 500 employees. This requirement is 100% set-aside for small business. In accordance with the Non-Manufacturer Rule, to qualify under a small business set-aside, the distributor and the manufacturer must qualify as a Small Business under the NAICS code identified above. The National Institute of Standards and Technology (NIST) requires Computer Numerically Controlled (CNC) Horizontal and Vertical Milling Machines. The CNC Milling Machines use various types of cutting tools to precisely mill through materials to create the desired high precision dimensional features. The CNC Milling Machines will be used for manufacturing and fabrication support services provided by the Fabrication Technology Division (FTD) of NIST. A milling machine is a machine tool used for the shaping of metal and other solid materials. Its basic form is that of a rotating cutter which rotates about the spindle axis, and a table to which the work piece is affixed. The milling operation involves movement of the rotating cutter sideways as well as 'in and out'. The cutter and work piece move relative to each other, generating a tool path along which material is removed. The movement is precisely controlled, usually with slides and lead screws or analogous technology. Often the movement is achieved by moving the table while the cutter rotates in one place, but regardless of how the parts of the machine slide; the result that matters is the relative motion between cutter and work piece. Milling machines may be manually operated, mechanically automated, or digitally automated via computer control. Various machine sizes are being requested because of space limitation at various shop locations on the NIST campus where the machines will be installed has limited space capacity. The FTD provides a wide range of engineering, fabrication and technical services to support the creation of unique measurement instruments and scientific apparatus needed by researchers in the NIST's Measurement and Standards Laboratories. FTD provides the mission critical engineering and manufacturing expertise and equipment needed to produce specialized parts and subassemblies for the extraordinary variety of one-of-a-kind instruments conceived by NIST scientists and engineers. FTD’s primary line of service is metal fabrication, mechanical engineering, and electromechanical assembly. This service is used to engineer and fabricate high precision components and assemblies for use in one-of-a-kind measurement instruments conceived by NIST scientist and engineers. FTD depends on its installed base of manufacturing technology to support the many service needs of its customers. This manufacturing technology base includes a full family of automated and conventional milling machines, lathes, grinders, electrical discharge machines, boring mills and other related manufacturing equipment. This acquisition is necessary to maintain and upgrade our CNC milling capabilities, replace manual machines that are costly to repair and to improve the efficiency of preparing detailed parts on CNC milling machines. Delivery terms shall be FOB DESTINATION. The delivery schedule shall be stated in the request for quotation. Simplified Acquisition Procedures shall be utilized under the authority of FAR 13.5 Test Program for Certain Commercial Items. One or more of the items under this acquisition is subject to World Trade Organization Government Procurement Agreement and Free Trade Agreements. Potential Offerors will be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation; the Government will not be maintaining a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to todd.hill@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. Offerors shall be actively registered in the Central Contractor Registration website at www.ccr.gov, in order to be eligible to receive a contract under this acquisition. NIST anticipates posting the solicitation approximately fifteen (15) days after the date of publication of this notice.
