Description
The National Park Service, Gateway National Recreation Area, intends to award a Firm Fixed Price, Sole-Source Purchase Order with four (4) one-year option to the National Atmospheric Deposition Program (NADP), an entity of the University of Illinois, 506 S. Wright St. 364 Henry Admin BLDG, Urbana, I.L. 61801-3620, to provide services under the Mercury Deposition Network (MDN) to interpret temporal trends of mercury in precipitation at Cape Cod National Seashore (CACO), Wellfleet, M.A. 02667. A Request-for-Quote (RFQ) will not be available for distribution. The Contractor shall analyze weekly wet deposition samples. The samples shall be collected by CACO staff and shipped to the University of Illinois for Analysis. The contractor shall coordinate sampling and provide quality assurance services across the Mercury Deposition Network (MDN), which includes database management, statistical analysis, and comparison of CACO's data to all other participants in the network, supporting interpretation of those trends across a continental scale. The contractor will also provide quick replacement of any faulty field sampling equipment, if needed, to ensure monitoring is not interrupted. The samples shall be collected once a week for one (1) year beginning August 1, 2009. The proposed purchase order will be issued on a firm fixed price basis for a base period beginning August 1, 2009 - July 31, 2010 and four (4) one-year option thereafter. The options, if required, would be exercised at the sole discretion of the National Park Service. The proposed commencement date for this effort is August 1, 2009. The incumbent contractor, National Atmospheric Deposition Program (NADP), entity of the University of Illinois, is the sole source for this service. This procurement is being issued under FAR, Part 13.106-1(b)(1) - soliciting from a single source. Any other firms desiring consideration are requested to provide - (1) evidence that they can analyze weekly samples of Mercury deposition and interpret temporal trends of mercury in precipitation at Cape Cod National Seashore (CACO), Wellfleet, M.A. 02667; (2) Coordinate sampling and provide quality assurance services including database management, statistical analysis, and support interpretation of those trends across a continental scale; and (3) Ability to provide quick replacement of any faulty field sampling equipment, within fifteen (15) calendar days of the posting of this synopis, to: Yeny Reyes, National Park Service, Statue of Liberty National Monument, Ellis Island/Receiving Office Jersey City, N.J. 07087, email address: yeny_reyes@nps.gov.
