- Description
- The Naval Air Systems Command, Aircraft Division (NAVAIR-AD), Patuxent River, MD intends to procure Telemetry Transmitters specifically Models EMTI-14EBA203-01P1 and EMTI-14EBA203-01P2. These transmitters support the Aircraft Instrumentation Division by transmitting the flight-test telemetry data from the instrumentation data acquisition system in F/A 18 to the Real Time Processing Station (RTPS) within the Atlantic Test Range (ATR). The government intends to solicit and negotiate on an other then full and open competitive basis with Emhiser Research, Inc of Verdi, NV under the authority of Federal Acquisition Regulation (FAR) 6.302-1, only one resonsible source and no other services or supplies will satisfy agency requirements. This real time data link is crucial to monitor safety of flight parameters in the need of an emergency to abort the mission to bring the pilot, aircrew, and aircraft safely home in the case of an emergency. These transmitters are currently used and must be an exact replacement (form, fit, and functionality) of those currently being used in the field. The electrical and mechanical interfaces must be identical to the existing Emhiser telementry transmitters for existing wiring and checkout procedures used with other workgroups. The proprietary technical data within these units are crucial in order to support the Aircraft Instrumentation Division's mission. The replacement units are form, fit, and function (drop 'n' swap) for existing failed units. To guarantee technical performance, new aircraft instrumentation installations are wired for these units. Interested parties may submit capability statement in which to identify their interest and capability. To be eligible for contract award or payment by and Department of Defense activity, offerors must be registered in the Central Contractor Registration (CCR) database, see http://www.ccr.gov. All capabilities statements received by 2:00 Eastern Local Time, 26 June 2009 will be considered by the Government solely for the purpose of determining whither to initiate a competitive procurement. Technical capability will be determined solely on the content and merit of the information submitted in response to the provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. The government reserves the right to process the procurement on a sole source bases based upon the responses received. The Government will not pay for any information received.
