Description
The USPFO for Oregon intends to issue a Request for Proposal (RFP) W912JV-09-R-0008, for the rehabilitation/re-construction of the Military Taxiway. The existing project site is located at the south side of Portland International Airport (PDX) in Portland, Oregon. The site is bounded by Taxiway C to the north, Air Guard ramps to the south and includes work on Taxiway C-6 and C-8 on the west and east respectively. The proposed scope of construction includes milling approximately 28,000 square yards of the existing asphaltic concrete surface to a depth of 4 inches, placement of a 2-inch asphaltic concrete leveling course; place a pavement reinforcing grid and a 2-inch asphaltic concrete overlay. The general contractor must have airfield pavement work experience of comparable scope and complexity. Submit relevant project history of no less than three projects of comparable scope and complexity that include milling and placement of asphaltic pavements on airfields. The estimated range of construction is $1,000,000.00 - $5,000,000.00. The North American Industry Classification System (NAICS) code for this work is 237310 formerly 234110. The small business size standard is $33.5 million average annual revenue averaged over the previous three years. All responsible firms may submit an offer. The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Proposals will be evaluated on Past Performance and Price. The solicitation documents should be available on or about July 15, 2009. A Pre-proposal conference and site visit is scheduled for July 29, 2009 at the Portland Air National Guard Base, 6801 Cornfoot Road, Portland, OR 97218 at 10:00 AM local time. Details for registering for the conferences will be available in the solicitation Section 00100. Interested contractors are encouraged to attend and should register in accordance with the requirements to be provided in the solicitation. Information for entrance into the facility will be provided in the solicitation. Attendees to the pre-proposal conference are cautioned not to get lost or be late. The Government will not wait for anyone and their will not be other pre-proposal conferences scheduled. The solicitation closing date is scheduled for 1630 (4:30 pm) local time August 18, 2009. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from the Federal Business Opportunities (FedBizOps) website on-line at http://www.fbo.gov/. Interested bidders shall register on the FedBizOpps website to access and download the specifications and drawings associated with the referenced project. Registration information is available on the FedBizOpps homepage. No telephone requests will be accepted. For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractors Registration (CCR) and the Federal Business Opportunities (FedBizOpps) in order to view or download the plans or drawings from the web site.
