Description
SynopsisBackgroundThe U.S. Department of Energy (DOE), Office of River Protection (ORP) planstoaward a Fixed Price modification to Contract Number DE-AC27-07RV14884, bymeansother than full and open competition. DOE ORP plans to award a sole source contract modification to EnergySolutions, LLC, located at 6100 Chevy ChaseDrive, Laurel, MD, 20707. Energy Solutions, LLC will provide expert glass testing development and data compilation services for ORP, using theVitreousState Laboratory (VSL), in support of the disposal action of treated wastefromthe Hanford Waste Treatment Plant (WTP). DescriptionDOE ORP requires the technical expertise in waste form durability testdevelopment in order to support the performance assessment for disposal ofImmobilized Low Activity Waste (ILAW) in the Integrated Disposal Facilityonthe Hanford Site. DOE ORP requires an Engineering Test for generatingcomparative data for the Product Consistency Test (PCT) and Vapor Hydration Test (VHT). Waste testing is anticipated to provide information aboutpotential contaminant release from a waste in the context of theanticipateddisposal or utilization conditions. Thus, testing shall reflect the rangeofconditions (e.g., pH, water contact, etc.) that will be present in thewasteand at its interface with its surroundings during the long term. Thecontractor must provide the technical expertise and facilities necessary to complete the test development of ILAW materials. The contractor must havespecialized knowledge of the specific issues surrounding the testing doneonthese materials in order to compile the necessary database of glasscompositions and measured properties. DOE ORP intends to evaluate theprotocols described in Kosson, et al. (ENVIRONMENTAL ENGINEERING SCIENCEVolume19, Number 3, 2002) against the decade of PCT/VHT experiments stillunderway atthe VSL. Competition ExceptionDOE ORP has determined that this requirement can only be satisfied by theunique services offered by Energy Solutions, LLC. Energy Solutions, LLC istheonly firm that is uniquely capable of providing the expertise andfacilitiesnecessary to complete the testing and data compilation of the ILAW glassdurability. The statutory authority permitting this action is 41 U.S.C.253(c)(1), where a determination has been made that the property orservicesneeded by the executive agency are available from only one responsiblesourceand no other type of property or services will satisfy the needs of theexecutive agency. Estimated Value and Performance PeriodThis estimated value is anticipated to be in the range of >$100,000 but <=$650,000. The period of performance is anticipated to begin in July 2009andhave duration of approximately 225 days.
