- Description
- NASA/GSFC has a requirement for Orcad and PSpice software maintenance agreements.NASA/GSFC intends to purchase the items from EMA Design Automation only. They are theonly source of license renewal for this product. This license renewal must be effectiveprior to June 30, 2009 to ensure no interruptions in use of the products. Failure tomeet the appropriate timeframe will result in schedule delays on flight projects. TheOrCAD and PSpice software are used to generate designs currently used on flight projectssuch as HST, JWST, MMS and GPM. Continued maintenance will allow current designs to becompleted and previously completed designs to be modified and processed as needed. Maintenance needs to be renewed by the current expiration date to ensure continuedproductivity by the design teams currently using this tool.Authority is 10 U.S.C. 2304(c) (1) Only one responsible source.This procurement will be processed using FAR Part 13 Simplified Acquisition procedures.The Government intends to acquire a commercial item using FAR Part 12.This synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 26, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
